Philippines Warning that the country was nearing the "brink of chaos and anarchy, Roman Catholic bishops urged President Ferdinand E. Marcos on Friday to end his repressive decrees. The bishops also called for new elections and told the armed forces their loyalty belongs to the people and not to any one man. The 110 Filipino bishops made the appeals in pastoral letter as more than 20,000 opponents of Marcos demonstrated in Manila and the suburbs. Protest leaders warned that street rallies would turn more militant if Marcos does not resign.
