at But Washington Elementary ry School 420 N 200 West one of the district's newer and safer schools appears to be straddling a fault line Soil tests were conducted at that school on the basis of a map drawn by the Salt Lake County geologist that showed a fault probably ran adjacent to the site The first soil samples didn't find evidence of a fault But trenches dug on the property indicate a fault enters the south side of the school Retiring board member Ronald Walker asked the staff to determine how the district "screwed up" by building the school there in the first place District buildings and grounds director Steve Harmon said he's been unable so far to find any record of soil tests of the site although they may be in the architect's file Mr Harmon said even if testing for seismic activity bad been conducted when the school was built in 1974 which be says wasn't standard procedure then it's doubtful the fault would have been discovered The bad news about Washington was delivered along with the latest estimate of the seismic project' cost a whopping $101322540 Included in that estimate is remodeling that goes far beyond the seismic retrofitting envisioned by authors of the Reaveley study That study for example estimated East High could be retrofitted for $34 million But a detailed analysis of the school's expected life span concluded that the main classroom wing at East might be standing after a major quake but wouldn't be usable The latest cost estimates Mr Harmon said "don't stop now at seismic They go through all the other code upgrades And we're also looking at programs" Along with the rebuilding and remodeling already recommended for the high schools the WO million would pay for retrofitting the five intermediate schools construction of four new elementaries rebuilding the district's adult high school retrofitting Garfield which houses a preschool and community school retrofitting Matheson the district's Head Start school and retrofitting 23 elementary schools Mr Harmer said the best way to fund such a massive capital Improvement program would probably be bonding Because the project is longterm it might require several bond issues — along with several bond elections But it's uncertain if voters could be combined together at West while the intermediate schools are retrofitted and while West remains combined with East at the East site or alternatively two intermediate d schools could be each year for two years and one -sessioned for a third year" will be willing to pay for the project even if they are willing to contend with the disruption that's sure to accompany it Consider one scenario for retrofitting the intermediate schools: " two or three intermediate schools double-sessione- doubled- le co 4c i:1 11 : 4 -
