The total project cost is $5,255,00. The specific elements of this proposed action are the design, construction, operation and maintenance of a collection system and lagoon treatment facilities. Rural Utilities Service has assessed the potential environmental impacts of this proposed action and determined that the proposed action will not significantly affect the quality of the human environment. Therefore, Rural Utilities Service will not prepare an environmental impact statement for this proposed action. All practicable mitigation and prudent and reasonable measures have been agreed to by the Town of Fredonia regarding tire State Historical Societys request for monitoring ground disturbing activities and the recommendations of the U.S. Corps of Engineers. The other participating agencies are Arizona Revolving Fund Program, Economic Development Administration, and Arizona Community Development Block Grant Administration. Any written comments regarding this determination should be provided within fifteen (1 5) days of this publication to James D. Harvey. State Director, Rural Development, P.O. Box Salt Lake City.
