The President acted in the dark. Irrespective of the merits of the designation or the perceived legality by which it was accomplished, it was a shrewd, heartless political maneuver carried out by a president who did not have the courage to stand on the ground on which he was declaring a monument by executive order. He apparently was so tentative about the strength of his decision that he used a presidential power which circumvented all public debate. d) The customs, culture and economic stability of the South- ern Utah Region.
