To prove the point, starting November 13 Christmas tree permits go on sale seven days a week for the Pine Valley Ranger District, Arizona Strip District BLM, and the Dixie Resource Area BLM. Sales outlets for Forest Service permits also include, Veyo Mercantile Store, Veyo, Utah and Cottonwood Inn, Enterprise, Utah. Forest Service permits are $5 each and limited to one per family, or up, to five permits per person if the purchaser has ditional addresses. Permits will also be sold for the Cedar City Forest Service Ranger District after November 13. Though not native to Utah, they are here and must be dealt with. While playful and cuddly in appearance, these animals can be very aggressive, and are known rabies carriers. If you come into contact with one within Kanab City limits, please contact the Kanab City Police Department and let us handle it. Do not shoot in the city limits. We will trap them or use appropriate measures. Why We Should Support the General Obligation Bond for Kane County Hospital The Kane County Human Resource Special Service District plans to replace Kane County Hospital within the . . . , ; nextwyejrs: QpnSIptiefiog, will startithin six months. ' v. 1. Studies :" indicate that original plans to upgrade the present hospital was not feasible. '- In April v -' - ' - of 1993, we hired a consulting firm to evaluate the present hospital. Their report November 1993 showed the need to replace our facility rather than upgrade. 2. The present building does not meet minimum requirements - of (1) the state and federal life safety codes; (2) fire marshall requirements, and (3) the American Disabilities Act (ADA). With 60 percent of our revenue coming from Medicare and Medicaid, we can not afford to ignore or disregard the federal and state regulations. Surveying agencies can close the hospital for Sergeant Roger Cutler (I) recently presented Kane County Attorney Colin Winchester with the Extra Miler" award from the Utah Highway Patrol. Winchester was given the honor hr his tenacity and perseverance in prosecuting UHP arrests, and assisting in other needed Highway Patrol matters. Sergeant Cutler said that District C appreciates the hard work that Winchester puts in on their behalf. Reduced escort service for Zion tunnel New hours for the oversize vehicle escort service through Zion Tunnel will commence on Sunday, October 29. According to Superintendent Donald A. Falvey, the escort service will be available from 8 a.m. to 4:30 p.m. The special escort service was inaugurated in 1988 to eliminate the high incidence of sideswipe accidents in the tunnel. The escort service has all but eliminated the costly and poten- day period. All vehicles which exceed seven feet ten inches wide, and or eleven feet four inches high (including mirrors, roof racks, etc.) must have an escort to pass through the tunnel. Arrangements for the escort can be made by contacting a ranger at either entrance station or at the main canyon visitor center. The existing hospital has served the community well, but we have outgrown it. We have also outgrown the space available for outpatient services, emergency room, laboratory, radiology, home health, physical therapy, the nursing home unit, and visiting physician specialist. t We have too much space allocated to the acute care medical beds and the obstetric areas. Building codes and licensure requirements prevent us from using the total space of the facility effectively. In a new facility we could increase the outpatient services, the number of emergency rooms, the size of the laboratory and radiology departments. Presently we have 13 long term nursing beds, but we could expand that to 38 long term nursing beds in the new facility. We would reduce acute care beds from 20 to 12. 4. The 1 sales tax will pay for construction costs for a new facility. We reserve a minimum of 75 of the sales tax monies for a new hospital. Our reserve fund has slightly less that 1.3 million dollars at this time. We must borrow money to build the new facility. A Kane County general obligation bond is the cheapest financing mechanism. A general obligation bond will save about 12 interest costs over using revenue bonds or conventional bank loans. The general obligation bond is the only financing method that requires voter approval. 5. Voter approval of the general obligation bond for the hospital does not increase taxes. The 1 sales tax will pay the indebtedness of the general obligation bond. This tax is already being collected and will pay the general obligation bond off. Kane County residents deserve and need a new hospital facility. This is not a request for any additional tax increase. The special service district is asking the registered voters to grant us' permission to use the least cost financing method to pay the expenses of contruction. ARAMARK agreed to build the building, with the National Park Service taking over Lake Powell School once it was built, and Kane County School district agreed to hire teachers, buy material and The new Lake Powell School was built with the future in mind, with room to educate up to 150 students. While students currently bring their own meals from home, the school will soon be equipped with a cafeteria. Dr. Bayles feels the biggest challenge to management of the Bullfrog school is distance. Were talking about a school that is 315 miles from the dis- -' trict offices in Kanab, said Bayles. He said that it makes staff interaction with the district extremely difficult. But when you look at the beautiful new Lake Powell School, you realize that compensation comes in different ways. Operational costs will be helped by Park Service infrastructure funds, which accumulate courtesy of fees collected in the area.
