"Things can get a little more tricky if you have large amounts of interest or dividend income," Payne said, "or are Continued changes in IRS rules may result in fewer people having to file federal income tax returns for 1988, according to a spokesman for the National Assn, of Tax Practitioners. The changes also increase the standard deduction and the personal exemption. Its all part of the continuing impact of the Tax Reform Act of 1986 which overhauled the nations tax laws. Sally Payne, tax analyst for NATP, said the changes may result in a lower tax liability for some people with the same income and the same number of dependents as last year. "For example," she said, "If a married couple is filing a joint return and not itemizing, the standard deduction is now $5,000 LAKE. ." if you can be claimed as a dependent on anothers return, you would not have to file a return yourself unless you earned $1,950 or more, up $50 from last year." "But," she said, "if you have $500 of income and any is unearned income (interest, dividends) you must file a return even if you had no other earnings. The same is true for anyone with $400 or more in earnings." Payne reminded taxpayers that for 1988 there are only two basic tax rates - 15 percent and 28 percent. However, the formula does result in a 33 percent rate on segments of income for high income persons. "The kick in of the 28 percent rate depends upon the status of the taxpayer," Payne said. A married couple filing jointly will be taxed at the 15 percent rate on the first $29,750 of taxable income. For a single person its the first $17,850. Many single taxpayers will still be able to use the Form 1040EZ for filing. But to use that form, your income is limited to wages and tips and to $400 in interest with a taxable income ceiling of to No adjustments $50,000. income are allowed and you cannot itemize deductions. Both single and married people can use Form 1040A, but there are still restrictions on sources of income, again with a taxable ceiling of $50,000 and you still cannot itemize deductions. Taxpayers who dont meet the restrictions of either of those forms must still use Form 1040. "Normally, nt the person, deduction goes from $2,540 to $3,000 and for someone claiming head of household status, its increased to $4,400, from $2,540. The amount for a personal exemption goes up to $1,950, an increase of $50. Seniors are reminded there no longer is an additional personal exemption for people 65 and over or blind. Rather, the amount of deduction is the standard increased for them. There are some equally large changes in the minimum filing requirements. A married couple no longer has to file a return unless its combined gross income exceeds $8,900. This compares to $7,560 last year. For a single person the minimum income needed to file is $4,950, up from $4,440.
