While serious doubt has been cast on the of validity elementary-leve- l achievement tests in the United States, Utah students appear to be performing satisfactorily on both elementary and secondary school levels, according to the Utah Foundation, a private, nonprofit research agency. Questions the concerning authenticity of tests given in the elementary grades were raised when a private research group called Friends for Education found that all of the 50 states were reporting their students to be scoring "above the national norm" a mathematical and statistical absurdity. - The reason that all of the states could claim to score "above average" was found to be that there is no standard elementary-leve- l test given nation-wid- e to permit calculation of an authentic national average or norm. Utah Foundation notes that achievement tests given to U.S. elementary students are prepared by commercial publishers or local school authorities, and not more than seven states use the same test. Each publisher supplies a norm" against which the scores made by students taking the test can be measured. Utah high school seniors ranked fifth among the states in 1988 SAT scores, and sixth among the states in mathematics, but only 6 of Utah seniors took this test. Mississippi, a state with few claims to high academic honors, ranked ninth in SAT scores, but only 4 of its high school seniors took the test.
