Goff Green Sheet Staff Writer WEST VALLEY. The City Council here will meet in emergency session at 6 p.m. tomorrow (Tuesday) to determine whether parking should be restricted along 3785 South between 64th and 72nd West. We need something more than lines and signs, and we need it now, Shauna Shiflett told the council here Thursday. It is imperative you proceed with all speed. With three fatalities on the same street, Theres got to be something wrong, State Rep. Dan Tuttle said. Shiflett, Tuttle and about a dozen area residents demanded Thursday that the council do something about traffic hazards along the street following the death of Were all very concerned, a tearful Dorothy Jensen told the council. There are a lot of frightened children and frightened parents in the neighborhood. The children are afraid to go to school. The fear is very real - the children are calling this Orchards Death Strip, Donna Perry told the council, asking that sidewalks be installed as quickly as possible. I'm dubious about all this, Ted Ayala said. I saw my neighbor (Genine Gardner) struck and killed by a car in May. There was a lot of outcry then for sidewalks, but now were bad: here in December with another death, he noted. Is something really being done, or once the heat is gone, will you forget about it and sweep it under the rug? he asked. You can believe me, Mr. Ayala, we're very concerned about this, Mayor Mike Embley said. While I cant speak for the entire council, I can assure you Im for doing whatever we can to solve the problem as soon as possible, he added. We're not trying to weigh lives against dollars, but sidewalks have to be paid for, he noted. Sidewalks don't happen over night. u4 Both Embley and City Manager John Newman explained the procedures for creating a special improvement district to fund sidewalk construction. Newman asked Rep. Tuttle to assist in the State Legislature by helping to modify the states Safe Sidewalk law. Currently, Safe Sidewalk funding can only be used along arterial streets, not neighborhood roads. If we could loosen some state funds, we old Michael S. Lee, who was struck by a car and killed last week while walking along the road on his way to school. The Lee lad was walking on the north side of 3785 South at about 8:20 a.m. Tuesday, when he darted into the roadway in front of an eastbound car being driven by Rachel L. Martinez, 4885 W. Pavant Ave. (3735 -- South). Mrs. Martinez had just dropped off her child at Orchard elementary and was taking other children to the nearby Hunter junior high when the incident took place. Analysis of skid marks showed her car was traveling within the 25 mph posted speed limit, police noted. The boy was flown by helicopter to Primary Childrens Medical Center, where he died later that afternoon. could take care of a number of problems, he said. Tuttle agreed to do what he could in when the State Legislature meets in January. Newman pointed out, however, that a neighborhood committee has already been formed to collect signatures for a petition to create a special improvement district to fund sidewalk installation. In addition, funds are also being collected by a neighborhood group to shortcut the procedure if at all possible. What were going to do now is were going to get the money, Mrs. Perry noted. Were going to do what we can, but what w'e ask is that you please help us, she told the council. We dont want to lose another little boy or little girl - or a mother, father or grandparent. While installing sidewalks would be a long-tersolution, several neighbors asked that flashing lights be installed along the street to slow traffic - which neighbors claim is often traveling at 50 to 60 mph - and parking on at least banning a portion of the road was also suggested. Because the item was not on the agenda, however, state law prohibited any action Thursday to address the parking issue. The council unanimously agreed to meet tomorrow (Tuesday) in emergency session to consider the proposal. The council will meet tomorrow in the council chambers at 6 oclock to consider whether parking along the road should be banned. The meeting will take place in City Hall, 2470 So. Redwood Road.
