Harrison Green Sheet Entertainment Critics Last weeks releases from Hollywood, both at the movies and in the video outlets, were really bare bones; however, there were a few nifty ones worth mentioning. One of those which was supposed to bring new blood to the theater box offices is VAMP. Billed as a frightening comedy starring Chris Makepeace, Dedee Pfeiffer and Gedde (Gung Ho) Watanabe. The accent is more on the gore and less on the chuckles. While the atmospheric effects and special effects are above average, the picture clearly belongs to Grace Jones as a vampire who owns a nightclub appropriately called AFTER DARK, "which is like a Roach Motel, people go in but they usually dont come out. City officials agreed here agree- for the council, said the creation of a jail district could only take place if the State Legislature approved a bill allowing for its creation. Newton said it is likely that will happen during the next legislative session. In the meantime, Newton believes local cities should form an organization similar to the final jail district. We need to gear up and find out what it is like to run a jail, he said. The organization could provide us with the experience we need to determine whether we want a jail district and prepare us for it if we do, he said. The agreements suggested Friday will be drafted and sent to all Council of Governments members, after which it will be distributed to the various cities for further action. The County Planning Commision here Tuesday heard a request for the Utah State Social Services Department that the department and the commission try to work more closely together to streamline procedure and shorten the time required to gain approval for group homes for the handicpped. Sue Behle, program developer for the Division of Services to the Hann dicapped, explained to the that federal inspectors a year ago found 142 pages of deficiencies in the operation of the state com-misiso- Fork American Fork Taining School ) . As a result, the feds ordered the state to move some 300 patients out of the facility or lose $13 million in federal funding. She also explained that new philosophies regarding the handicapped called for getting more of the less handicapped people out of institutions and into community living and school environments. Behle asked the commission to work with the state to come up with quick and efficient guidelines for requests for group homes in various parts of the county. According to Behle, there is an immediate need for two group homes. In January or February of next year, four more homes will be needed, with eight to 12 more needed in the county in the following three years. Current plans call for moving 64 children out of the American Fork facility this year. Next January, February and March, 64 adults will be moved into group homes, with 64 more the following year and 92 in ( 1989. Commissioners brought up the point that guidelines and working cooperation agreements were already inexistence, but Behle countered by saying that new circumstances existed. Prior to now, the state contracted with private providers to operate group homes. Commission member Madelyn Player questioned Behle about the plan, saying that what the state would be doing is asking the county to allow a business in a residential area; those who operate the homes for the state would be engaged in a business, making a salary, if not a profit. Behle conceded that that was technically true, but said thre was a fine line to be drawn when talking about someones right to live and operate in the community (in this case, a handicapped individual). Behle also explained to commission members that it was possible that if the department ran into too many difficulties in working with the local governing bodies, like planning commissions, the State Legislature might step in and pass laws which would take away some of the local authority over zoning matters when it came to group homes. That, she said, the department did not want to see happen, hoping instead to develop a good and quick working relationship with local officials. The commission members agreed that they would like to develop a good relationship with the state and agreed to have the commission staff work with the state to go over existing guidelines and come up with needed new ones.
