Show Viewing The Legislature 7 - by Senator Bill Barton, District 12 For the past three years the Legislature and the taxpayers of the state have been plagued with the very costly problems with having too much water. associated Millions of in dollars damage has been experienced by . inindustry, dividuals and the citizenry in general through damage of public properties facilities. . Our action so far has been in the form of reaction and only according to what is termed as extremely necessary. Many different solutions have been talked about and studied, and it appears that over $100 million must be spent this year to prevent enormous additional damage. It would seem sensible to me that we try to spend these dollars in methods that not only meet the problem, but also bring us benefits in the future. This would appear to be a wise investment of taxpayer dollars. This is why I support the careful consideration of creating a freshwater lake by diking from Syracuse to north Antelope Island and from south Antelope Island to somewhere in the area of Black Rock. By pumping from this body into the other body, we can control the level of water and therefore save a lot of and These damage costs have been met at all levels of government, city, county and state. We are now in a position where water runoff is projected to be somewhat less than the last two years, but there is no question about it still impacting Great Salt Lake and Utah Lake a sizeable amount. One immediate question before us is what are the most feasible methods of mitigating this problem as the spring water runs off the mountains and into the already swollen lakes. The other question is whether our excess moisture cycle is over, or are we destined to receive abnormal amounts of water for ensuing years, and for how long? There is wide disagreement even among those who are experts, as to what we can expect in coming years. The only solid facts we know is that we have two lakes that are at very high levels and they are going to rise this year again. damage along the southeast - shoreline the area that we would have to install a number of smaller dikes anyway. Of course, included with this would be the west desert pumping or the north basin storage that will be necessary anyway. The benefits to come from this would be many and would be long lasting. We could put the road back to Antelope Island, allowing citizens and tourists to again use the State Park. We could even continue the road across the island to the south and across the new dike to the south shore, making a loop. But why stop there, even though it would bring sizeable benefits to the citizens and taxpayers? We could sell or lease a limited portion of the OFF FINAL DAY - REG. It would cost an additional $10 to $30 million, but it would bring many times back in taxes and for years to come. We could have an attraction that could be rivaled by very few in the country. We will have turned a very troublesome liability into a solid, positive asset. Self-- Reliance Is Fair's Theme countys emergency techniques are being upgraded, according to Lt. David B. Lehnhof, medical coordinator for the County Fire Department. Speaking during a Magna Chamber of Commerce meeting Thursday, Lehnhof said an emergency medical dispatching and priority dispatching system has been refined and modified to match the experiences during the first year of operation. This year, he said, a centralized dispatching center has been established and a feedback system developed, with the changes resulting in a more effective operation which provides for better coordination between agencies and the responders on the scene. For the first time, Lehnhof went on, a coordinated training program has been established that will provide for all the needs of training personnel. In addition, a planned replacement was established in 1984 for the division with older orange box radios and the blue screen heart monitors being replaced and put into reserve. A basically equipped reserve paramedic unit was put into service to be used when another unit exper- 6165 FASHION mens wear I 7 262 9459 PLACE MALL iences mechanical failure, and airway maintenance and first response kits were placed in all stations to augment first responder capability. As a means of support, Lehnhof said new training mannequins and two new films were purchased and placed in the citizen emergency program, replacing training aids which had been overworked for several -years. .A1 new- - training script was also developed (to use in the career guidance program. Lehnhof noted that although the emergency system is broken down into three different divisions, he encouraged people to still call 911, where the callers phone number and address shows up on the computer system. Lenhof said, 911 is not a dispatching center, it is a routing office. If the call is medical, it goes to the medical division; if it is a polcie call it is shifted to the law enforcement division. I think God must have created the earth in the springtime. You see, according to the account in Genesis, He said, something to the effect, It is good. In fact as He looked over all that He had created, He said It was very good. (Gen. 1:31.) Im certain he wouldnt have said something like that had it been winter. Frankly, I think Brother Brigham was simply weary of traveling when he declared, This is the place. Actually it probably should have been St. George or someplace like that where the mercury is unaware that zero even exists. Perhaps it was me who was off base when I decided this is the place I want to settle in to make my fortune. Not only is there no fortune in sight, weve just suffered through one of the most miserable stretches of bad (read cold, foggy, long) winters on record. Michele Bartmess makes ones aerobic walk a more pleasant experience - seeing the crimson tulips and golden daffodils spiced with a variety of other perennials blossoming throughout the neighborhood. Its almost worth the annual bout with hay fever to see the popcorn popping on the apricot tree and the fragile cherry blossoms taking their chance that spring really is here. My breath is nearly taken away by the blazing forsythia bushes. (Actually theres a bit of an uphill pull there as we walk along that has an effect on my breathing.) God was right. His world is good. But it would seem that its all behind us now and now is the time to concentrate on the positive. This is, say the weather experts, the nicest (read pleasant, warm, dry) April in eight years. I quite agree. All too often in Utah we zip from winter to a spring that is wet and cool and suddenly its summer, complete with hot weather and of course the flooding. We may still get a killing frost I suppose, but I cant recall spring flowers ever blooming so beautifully and lasting so long. It certainly Deseret Industries will be the beneficiary of my personal burst of energy that forced me to prune" my closet. Im gonna . . . Ive never been quite able to get a handle on exactly what spring fever is. I know it has something to do with wanting to be anywhere but where I am. Especially if Im working. The parks have been full of people who seem to have a touch of it. They come with kites, picnics, magazines and the ever present stereos. They know that nothing lasts forever. Especially something this good. They do what you and I should be doing right this very minute - enjoying spring. While it lasts. . . . Course if youre one of those marvels who go into action as soon as the thought occurs, pass this by. You dont need it. But if youre one who has realized some morning that the time for some act . . . on your is now too late, and the part phrase comes to you, You know, I always meant to . . . And the answer I got was never. If I dont do it now, it will be forever in limbo. Oh, it could be as big as knocking out the west wall of her dining room. The event you wanted to congratulate someone about is long past. The time is gone and the words wouldnt even make sense any more. Yeah, I thought, Thats right. So, like LaRee says, If not now . . when? Its a great phrase, and I typed it boldly and taped it to my refrigerator. Then, when some spur of the moment idea came to me, I wrote it down. Oh, I have simple code words, too, so I wont be embarrassed when others raid the food supply and read my notes, but I know what each item means. . And there was sadness in her voice, and shock for me, because we both, by then, realized that it was too late for WE And of course fever. One of these days Oh, ... The debate rages on whether American auto manufacturers will be required to install airbag safety systems. In the meantime, a new safety measure that definitely will be added to American autos by 1986 is a third brakelight. An study done by the National Highway Traffic Safety Administration (NHTSA) found that cars equipped with an extra brakelight mounted on the center of the car beneath the rear window crashes. could lower rear-en- d These studies indicate that widespread use of the extra brakelights could eliminate 40,000 injuries each year as well as save $434 million in property damages. The cost to the consumer for the new device should be only $4 to $7. There is no definite date set for when the air bag safety system might be available in the United States.
