The other bill was sponsored by myself and it would have mandated that the Public Service Commission require the public utility companies to use competitive bidding practices in purchasing, contracting and service procurement. The bill would have allowed for exceptions to this requirement if circumstances proved beneficial to overall cost, but regretfully, the bill did not pass. The big controversies during the past several years, especially with the power utility, have been precipitated through the lack of competitive bidding practices. First it was the high cost of coal produced mines. Then by the company-owne- d it was the improprieties surrounding the security service contract. Then the implications that were made conpublic in regard to cost-plu- s tracts on managing the mines, hauling the coal and selling supplies to the operation.
