Show Hunter Park Improvements Under Way HUNTER. A fitness and jogging trail, new restrooms, a new parking lot and walkways to a nearby subdivision are all part of construction taking place at Hunter park, 3605 So. 6000 West. Construction is under way on the new restroom building, necessitated when the existing building, built by the Hunter Lions club many years ago became inadequate for the increased usage of the park, explained Donald M. Davis, advance planner for the County Recreation and Parks Department. The new facility will be larger, and will conmore vandal-resistaform to federal and local standards for the handicapped, he noted. A similar building has been constructed on 8400 West at 3200 South, he said. The project is being funded thorugh a federal grant from the Community Development block grant program. The funding was secured through an application submitted to the county by the Hunter Community Council prior to the incorporation of West Valley City, Davis said. Cost of the project is $103,150 and includes moving swings from the area into the new playground sand area and replacing some of the old play equipment with a new series designed to provide and adventure for children, he said. The project is expected to reach completion this summer. Bland Brothers, Inc., the builder, National Merit - Scholarship Program Cites Four EVANSTON, ILL. The recipients have been chosen from an original list of more than one million students in public and independent secondary schools across the nation who took a qualifying test in 1982. Improvements have included new curb, gutter and sidewalk for 3500 South, doubling the capacity of the parking lot, fencing, walkways connecting various parts of the park to the grounds of Whittier elementary, an automatic sprinkling system which operates at night, approximately 13 acres of lawn, a sledding hill, a jogging and fitness course, soccer fields and trees. is under Prior to the present project, a storm water detention basin was created through funds from West Valley City and the Utah National Guard, Davis noted. An interesting factor in the project is that key people involved in it are local residents. The architect, Keith Sorensen of Sharp, Sorensen and Associates, lives in West Valley City. Contractor Mike Larsen of Systematic Builders lives near the park, as does Mr. Davis. When all the improvements are completed, Hunter park will become one of the largest and most complete parks in the county system, said Davis. It will represent the combined efforts and cooperation of the Hunter Lions, the Hunter Boys Baseball Assn., Hunter Community Council, Utah National Guard, Utah Power and Light, Utah and Salt Lake Canal water users, Mayor Gerald Maloney and the West Valley City staff, the County Commission and the county staff. City To Widen 2770 WEST VALLEY. The City Council here is expected to consider a plan tonight (Thursday) that would allow the city to improve 2770 South using state funds. The council will meet at City Hall, 2470 So. Redwood Road, at 6 oclock. At the councils Tuesday night study session, Mayor Jerry Maloney explained that the state long ago proposed building a road along the east shore of Decker Lake, from Parkway Boulevard to 2770 South, to provide County Flood Control workers access to the lake. The state agreed to build the road when it purchased land for its youth detention center, he explained, because developers in the area had threatened to deny the county access to the lake via 2770 South. Because the county and the developers have since resolved their differences, Maloney said, the pro- posed road has become un- necessary. The mayor told the council hed like to see the money earmarked for the unnecessary road used to improve 2770 South. Some councilmen initially expressed some skepticism at the plan, asking why the city should get involved in the funding of a road which is the reponsibility of developers in Decker Lake Park. City Manager John Newman explained that if the development of a quality road into the area were left up to developers, it would be built north of 2770 South. We want to encourage the front door (to the business park) to be 2770 In a related matter, the council will decide whether to direct staff to look into the costs involved in developing the area surrounding Decker Lake into a regional park. Mayor Maloney told the council hes discussed the possibility with county flood control officials of having the lake dredged and the shoreline contoured. He said he also discussed a plan with state officials whereby the youngsters of the nearby youth correctional facility would maintain the area. Councilman Mike Embley, who said hes spoken with four families in the area who are against the idea of a Decker Lake park, expressed concerns the facility would result in the expenditure of a lot of city money in the future. To the editor, On April 12, you published a letter from Dave Haymond accusing Salt Lake County of spending more money than was necessary for the purchase of equipment. Mr. Haymond falsely represents his interest as only a taxpayer. The reader would have been better informed had Mr. Haymond disclosed the fact that he is affiliated with a vendor who was an unsuccessful bidder on the purchase contracts. Contracts were awarded to the lowest bidder who met these specifications. This is a requirement of state law. Mr. Haymond was affiliated with an unsuccessful bid which failed to provide the guaranties of cost effectiveness required by the county. His bid was rejected on direction of legal counsel that it was nonresponsive and ineligible for further consideration. These details were thoroughly reviewed with Mr. Haymond and an opportunity to be represented by legal counsel was provided. Mr. Haymond failed to receive a government contract because he did not provide the cost effective guaranties required by the bidding documents. The bid sumbitted over Mr. Haymonds signature contained we must a letter which states, take exception to the guaranteed maximum repair and performance bond provision. This qualification requires that the bid be declared nonresponsive. All other bidders were willing to provide this assurance. But to be correctly defined as a euphemism, a word or phrase must be used as a substitute for another if not more accurate word or phrase.
