The city will get back $368,528 because of the 25 based on population formula for a total gain of $69,000 as a result of the Legislature passing HB 13. This will give the city an additional $276,000 a year which makes the citys retail license fee unnecessary and should be repealed. I am also working with the newly-electe- d City Council to repeal the single beer can ordinance. This ordinance is a nuisance to business and only results in more consumption of beer by minors. This tax not only hurts business in West Jordan, it is not necessary. It should not be replaced with another tax such as the utility franchise tax. The reason this tax is not necessary is because the Legislature passed HB 13 in the last general session which gave cities an additional funding source. For example, the Public Safety Department was increased Government Operations by 11 was increased by 13.2, State Courts increased by 15, Division of Corrections was increased by 19.8 and the Department of Health was increased by 17 Areas m education where we can save money without reducing quality is in administrative costs and building costs. We are too top heavy in administration. The State Office of Education staff duplicates local school board staffs. We need to look at our school building costs. There are several taxes I will not vote for. I will oppose a soda pop tax and will vote against a candy tax. I will oppose a tax on professional services which would tax dentists, insurance agents, accountants, etc. I will not vote for accelerating the collection of sales tax to fund $21.4 million of capital development projects recommended by the governor and the State Building Board. I will not vote for a gasoline tax increase proposed by the governor. I will support additional advertising dollars to attract tourists to the state. I support additional dollars in the critical industries fund to train people for industries moving into the state. I am sponsoring a bill to give tax credits to busmesses who donate high tech equipment to public education. I support a veterans cemetery, especially in light of Grenada and our Marines' involvement in Lebanon. Utah needs to show its appreciation and respect for our veterans. I oppose the recommendation by the governor to put $1 million to e rehabilitate housing. I will vote against the child restraint bill for a second time. This bill not only requires child restraint seats for children 2 years and younger, but also requires that children 5 years and younger be in seat belts. While I do not want children hurt in accidents and encourage parents to buy child seats, I do not like the government taking away parental responsibility. I think this bill is unenforceable and is government intrusion. I will vote for a salary increase for our public employees, particularly m light of the fact that they were given no increase last year and workloads have increased. Any tax increase should be broad-base- d I am against raising property taxes but will look at sales tax and income tax to fund education. I agree with a recent KSL editorial regarding the income tax. Ninety percent of our people pay the same income tax regardless of income. The income tax which goes totally to fund education needs to be more graduated. VIEW Q Dmj& 7.
