West Valley City Council Two-ye- ar At large make West Valley the greatest city in Utah and one to look up to. May I take this time to thank all those who have asked me to run and have offered their support. Ray Heidt Age, 49, 3494 Meadowbrook, surance executive. in- - am concerned about the image being projected by West Valley City. Our present City Council seems like just another layer of mechanical bureaucracy rather than representatives of a unique place where people work and play. I am concerned because my children went to Valley junior high, Granger high and the of University Utah and I want them to want to move back here. One item of top priority for me is I THt GREEN SHEETWEST the City Council is unapproachable except by big business and commer- cial lobbyists. Such a commission should have a broad base representing all segments of our community, e g., business, labor, ethnic groups, religious organizations, etc. There are many other aspects of the image issue that I will develop over the next two months. We have good identity and representation, as well as good management in the city. This system allows maximum participation from citizens in local government. In two years of service on the West Valley City Council, one of our most noted accomplishments was the effort to bring the city out of debt. The fiscal management of the city is without precendent. We have paid off the city building debt and the equipment leases without any increase in taxes. We have also organized the departments and personnel of the city so they can operate very effectively. We have continued to make West Valley City an identifiable area and to be recognized and have influence with other governmental and business entities. This includes development of a preliminary Master Plan. For me, our greatest disappointment was losing the lawsuit and other attempts to fight locating two correctional facilities back to back in the citys best industrial area. 1 am currently serving as Salt Lake County Treasurer and have served in many positions in local government, such as city manager and financial director. Active in civic community organizations, ..v.clqbsand school groups, T am bishop of the Granger 18th ward.' departmental countability, and encouraging commercial development in properly zoned areas. I feel as a city we should support our local businesses. This can be accomplished through long term planning, especially as to beautification, walk areas, better traffic flow, uncongested parking, promoting local spending and maintaining the money flow within our city. Providing both facilities and activities for our young people will be high on my list of priorities. I support upgrading our parks and encouraging recreation areas. I will also work for greater emphasis upon crime prevention, fire safety and public safety, especially in the area of our children. I feel my background as a past commissioner over public safety will add expertise as to meeting these goals.
