AEASORE ies, Merit Council Orders Layton Reinstated as Davis Librarian FARMINGTON, Utah (UPI) — The Davis County Merit Councilhas ordered thatfired librarian Jeanne Layton be reinstated effective Monday aid she says she will be back on the job The council notified Miss Layton's attorney Albert Coltonof the ruling Thursday afternoon. The reinstatement overturns the firing last September of the Davis County head librarian by the County Library Board. “T am absolutely thrilled as you might know,” Miss Layton said of the ruling.“It’s just the best thing that could happen.” She said she tried not to get her hopes for reinstatement up until the decision was “ade but now plans to go right back to work. “T think I will do my utmostto direct the library to the best of myability,"’ Miss Layton said, ‘‘and according to the way the board establishes the policy. That has always been myintent."” As for how she will work with Commissioner Morris Swapp, a memberof the board wholed the attack on the librarian, Miss Layton said, “I certainly hope we can come to some kind of relationship." Charges Filed In Death SALT LAKE CITY (UPI) — First-degree murder and aggravated robbery charges have been filed against a 25year-old man accused of the brutal slaying of a cab driver on New Year's Day. Deputy Salt Lake County Attorney Michael Christensen filed the charges Thursday against Robert Phillips. Police arrested Phillips and an unidentified juvenile Wednesdayin connection with the fatal shooting of Everett Hamby. Christensensaidefforts were underway to have the juvenile certified as an adult in the case. He said charges against the 17-year-old youth would not befiled until the certification issue is decided. Hamby’s body was discovered on a remote west-side road on Jan. 1. He had beenshot once in the head and twice in the chest. His abandoned City cab waslocated the next morning in a parking lot near Trolley Square.
