Following are those statements. Manti City Mayor Barbara Wintch Barbara Wintch was bom in Provo, Utah. Her father was a fruit fanner and her mother was a school teacher. Barbara was educated in the public schools in Orem, Utah. She w as a member of the debate team in high sector. She knows that managing money carefully is important. Barbara and John have been residents of Manti since 1969. They think Manti is a great community and a good place to raise responsible citizens. She has served on Manti City Council for nearly six years. During that time she has been involved in street improvements, water works, and public library school. In 1963, Barbara graduated from Orem High School. She attended Brigham Young University for four years then graduated in 1968, from Utah State Univer- improvements. Although I believe the council made the best decision in not setting up a police force at the current time; I believe that we should plan to have our own police force as soon as economically possible. I fully support the Citizens On Patrol (COP) program that is currently being organized, but if growth continues, we will need to move to a city police force. I do support the restoration of the Old City Hall, but I I not through a bond that w ould have the citizens paying interest for decades. 1 feel that we can restore this did not walk into the Democratic Convention with the intention of running for mayor. 1 do believe very strongly in the importance of the two party system. I believe that the voice of both parties allows better government at all levels. If those who live in Manti would like me to work as mayor for the next four years, I will make arrangements in my personal life to do the best possible job I can in that historical structure as grants and volunteer work become available. The city will have to put some funds into the project, but this should not be in such a way that a bond must be taken out. I support position.
