Show Thursday, Manti Messenger May 14, 1998 Page The Rationale: Manti Water Project This is the third and final Rationale article concerning the proposed water system improvement project being planned in Manti City. The first two articles dealt with a brief history of water improvements over the past ten years and the general scope and cost to individual users envisioned by the project now being considered. This week the Rationale article will address in a little more depth the details of the project plarjned and the overall cost and finan :ing plan associated with the project. The improvements planned for the Manti City culinary system and the reason for these improvements are as follows. 1. The new chlorination facility that will be installed wil replace the existing system which is almost worn out and is, or $oon will be, undersized for the volume of water it is handling. The new facility will include all the miscellaneous piping, valves, etc. 2. The interior of the water tank has begun to show some rust, particularly near the top of the tank. The interior of the tank has been painted with a lead-bas- e paint and the planned project will completely sandblast the inside of the tank, remove all rust and existing lead base paint and the tank will be repainted with an epoxy paint system approved for culinary water systems. 3. There will be some 1 miles of new 6, 8, 10 and 12 inch pipe installed in the city. The lines that are being replaced are quite old. Almost half of the total distribution system in Manti is comprised of old 4 inch and in some cases smaller, piping. Many of these lines leak and require fre- quent repair (which results in additional system maintenance expense) and the service from these lines is not what home owners have come to expect. When there were one or two houses hooked onto a 2 inch galvanized line the service problems were not serious. But 3 or 4 houses on the same ine, which is old, perhaps corroded and not delivering full volume, does result in service problems. In addition there are a certain number of our lines with cast iron lead joints which vary in size from 4 to 12 inches and these have begun to show problems. Lead jointing should be replaced as soon as possible. It is good to note at this time that continual testing of the water system has revealed no problems of lead content in the water, however, this is a potential problem best avoided by replacement at this time. 4. There will be over 90 new fire hydrants installed and some of the existing hydrants will be reconnected to new larger distribution piping. The fire protection level in Manti will be increased considerably and though there is no guarantee of adjusted insurance rates, you can bet the protection level will be considerably greater than it has been. 5. There will be a new 12 inch dump valve installed near the 1 Cottonwood Crossing in Manti Canyon. This will be installed only if there are sufficient funds avail- able afier the construction bids have been received to allow the installation. This dump valve should we develop major leaks or problems in the line below the Cottonwood area. The financing that is currently available to Manti City is just over $1.5 million at 1 12 percent interest. This is an extremely advantageous interest rate and without this type of financing we could not afford the project here in Manti. In addition to the $1,538,000 in borrowed money for this project, Manti City will also have to add $272,000 up front. This gives a total project cost of $1,810,000 Attention Manti Citizens (estimated) at this time. The community needs this project in order to maintain service levels, safety in the form of fire protection and provide for growth that is occurring in the community. There will be a public information meeting tonight. May 14, 1 998 at 8 p.m. in the Eva Beal Auditorium in the Manti City building. Citizens are encouraged to attend this meeting receive information about the project and to make comments relative to the proposed project. Manti City will conduct a public hearing on Wednesday, May at 7:30 p.m. in the council chambers, Manti City build1998 20, Main Street, Manti, Utah. South 50 ing, This public hearing will be to accept citizen comment relative to a grant application by the Manti Ambulance Association and Manti City for funds to purchase extrication equipment. Verbal or written comment may be made at the public hearing. Written comment may be presented prior to the public hearing by delivering same to the Manti City offices during normal business hours or mailing same to arrive prior to the public hearing. 14, 1998 PUBLIC NOTICE Manti City will conduct a budget hearing for the 1998-9- 9 fiscal year budget at their regularly scheduled council meeting on May 20, 1998, 8.00 p.m. in the Manti City building council chambers. The proposed budget for Manti City for fiscal y ear 1998-9- 9 docs not include any tax increase. Citizens who wish to review the preliminary budget arc encouraged at the Manti City offices during normal working hours. Manti City Publish Manti Messenger May 7, 14, 1998 Cross connections which allow the use of either irrigation water or culinary water in the same system are illegal unless they are installed using specific plumbing techniques. Installation of check valves and line separation is required. Water users within the community who desire to have option as to utilizing either culinary water or irrigation water in the same system must contact Ralph Larson, Manti City WaterSewer Superintendent or Archie Simonsen, Assistant WaterSewer Superintendent for specifics as to requirements, techniques and inspection for installation of such systems. Once again cross connections are illegal and connections which allow use of either system must be inspected aiid approved prior to their use. Publish Manti Messenger May 14, 1998 Mention The poem, The Battle Between Light and Sound, written by Grant Petersen, son of Benton Petersen of Manti and of Donnctte Marzullo of Arkansas, won an Honorable Mention award in a national poetry contest. The poem tells of how a battle between light and sound created space. Mr. Petersen said that he received inspiration for the poetn from Albert Einsteins theory that energy has masi and, he said, because he has a weird imagination. The poem now becomes a part of phase two of the contest which may result in publication by Iliad I Press.
