The Prince or Earl let people build houses on and let them raise crops and livestock on his land but being the owner of the land he had the right to enter any field or house he wanted without the owners permission. This is old monarchal law. But what is clear is the cost of keeping the current landfill operating as a household waste landfill. Stricter federal regulations require that the landfill be upgraded. It would cost an estimated $480,000 to meet the guidelines, and an additional $10,000 a year for 30 years for groundwater testing and monitoring. Blain says those projected costs are for one landfill cell.
