Show Public Defender Decision Delayed FARMINGTON Bids were opened Thursday for the Davis County Public Defenders spot, but the commissioners moved to delay a final decision until next week. Loren Martin, current Davis County public defender bid $48,081 for 1981 coverage. Martin had asked the county earlier this year for more funding because of the size of the case load. Martins $48,081 bid was nearly twice what he had , bid in 1980. In August 1980 Martin asked the com- mission to fund the hiring of an additional lawyer to .nelp him with the case load which he told the commission was wearing him out. Martin had also approached the commission in 1980 with the proposal of establishing a legal defense office within the county. The commission granted Martin an additional $4,000 to hire additional help following his request for $8,000 in August. They also denied his request for the legal office within the county at this ; establishing time. ; The bids opened Tuesday during the Davis County Commission meeting were to cover a two year period beginning January 1981. Six bids were received by the commission with the apparent low bid being submitted by H. Delbert Welker of Salt Lake City. The bids received were: Farr, Kaufmann and Hamilton, $45,000 for the first year $48,000 the second year; Stephen Ioda, $32,980 per year; H. Delbert Welker, $27,000 for the first year and "$30,000 the second year; Loren Martin, $48,081 for 1981; Lyle J. Barnes, 44,000 peryear ; and Kenneth R. Brown - Tim D. Roberts, $75,000 for the two year period.' The commission moved to review the bids and the applicants and to then report their decision at the next commission meeting on Tuesday. Center Faces Charges of Discrimination ' v ROY , I- - ' A Moweda employee, found not guilty on assault charges stemming from an incident involving a youth brought to the detention center has filed discrimination charges against the detention center. Tony Hassell, director of Moweda, told the board of directors in their Thursday that the center I is facing charges from the employee, who has been I reinstated and has received all back pay. I' The employee has filed a discrimination suit against the center and is asking that a letter of formal I apology be signed by the board of directors. Hassell : told the board he sent the letter to Weber County r Attorney Robert L, Newey for review and he would suggest taking no action until they receive Neweys opinion. The charges of assault against the Moweda em-- ; ployee came following an incident .in which a Davis County youth was beaten shortly after being brought to the center. Hassell told the board that the employee had allegedly told the other youth, who was sharing the room with the Davis County youth, to do a job on her when the youths were put together. Hassell said they had called in the Weber County ! Sheriffs office to investigate because it was going to "come to light one way or another. He told the board that by calling the sheriff in they ;; were getting an outside investigation, which they are - required to do in this type of situation. The sheriffs office had filed the charges against ; the employee following the investigation. Hassell said that at the same time the Davis County youths parents had filed action against Moweda after the not guilty verdict was reached, these charges were 1 dropped. Hassell said however, the discrimination charges have not been dropped. He said they had chosen this approach to the situation and called in the third party to investigate because they were covered for ' discrimination and on the other charges they were not. . We did everything we could to keep Moweda clean and upright, Hassell said. The employee wants an apology, but Moweda followed due policy, he said. " We did what we had to.
