Col. Ken Vandillen, deputy special assistant from the Pentagon on MX matters, said at a news conference that the report is not an advertisement for MX. He said it is a debriefing. He said that the statement shows the worst that can happen to the area. The Air Force plans to deploy 200 MX intercontinental ballistic missiles in the southwestern United States by the end of this decade. Due to potential effects on the environment from construction and operation of the MX system, the National Environmental Policy Act, a federal law, requires the Air Force to prepare an Environmental Impact Statement. The impact statement is the first step in providing decision makers with a basis for considering the comparative environmental effects among several candidate basing areas, Vandillen said. The statement shows how MX effects the environment; it shows what the present environment is like; and it states what scientific factors were used in judging the environmental alternatives, he explained. The analysis also includes the consequences associated with construction of the 4,600 shelters, operating bases, area support centers and the interconnecting road network. Copies of the draft environmental Impact Statement will be distributed to public libraries in Nevada, Utah, Texas and New Mexico, as well as potentially interested agencies, organizations and individuals. The public comment on the statement will begin Jan. 2 and extend for 90 days. During the comment period, the Air Force will conduct public hearings to explain the statement and solicit comments. A final decision on MX deployment hreas will not be made until after a final Environmental Impact Statement, incorporating public comments and Air Force responses, has been published. The deployment area decision is not expected before next summer. Roy City Safety Officer George Cummins said the group had studied five crossings in Roy City which were suggested to the group as being hazardous by concerned parents. The crossings studied were: 2175 W. 4000 S., 4400 S. 1900 W., 4800 S. 1900 W., 2100 W. 5600 S., and 2575 W. 4800 S. Cummins said the crossings were studied to determine the amount of time needed for pedestrians to cross the street, the average amount of time they had to .delay or wait before crossing because of traffic, and also the traffic flow patterns of both pedestrians and vehicles. The crossing at 2175 West 4000 South was difficult to determine because there was no crossing that you could say was a heavily trafficked crossing, Cummins said.
