Roger Dutson, city attorney and agency coordinator, told redevelopment agency members during Tuesdays meeting that the man compiling the report for the city will make his presentation of the final version of the report at that time. Dutson gave the members of the. agency, who are also the city council members, a copy of the preliminary report. He cautioned them that these copies of the marketing survey were only for agency use and he would like their comments back by Jan. 20. The only official comment made to date on the report came from Dutson who said it is a cautiously optimistic report for development. City Manager Richard Kirkwood said the $7,000 marketing analysis being conducted by Larry M. When discipline is necessary, it should be given with wisdom. ;After his first week as circuit court judge. Bean was impressed with the amount of work his new job 'involves. The case load is very concentrated, he said, and I have ' a lot of studying and learning to do to master it. Formerly a partner in the Layton law firm of Bean, Bean and Smedley, Bean spent most of his career as a private attorney in the fields of estate planning, including the drawing up of wills and trusts -1 .add probating of wills, and LAYTON d. . - SYRACUSE Boy Scouts quizzed Syracuse City Council last week on subjects ranging from the citys water pollution judges covering Davis County, Bean handles civil cases involving claims of less than $5,000 and criminal matters including misdemeanor offenses and preliminary hearings in felony cases. If a felony suspect is bound over by Bean for trial, the action moves to district court. Bean sees his jurisdiction as the roots of the judicial system. There is a lot of justice dispensed here, he said. The circuit court touches a lot of lives. We are down to where many of societys problems In civil matters, where two individuals are involved, the courts role, as Bean sees it, is as a problemg entity that solving, should operate as effectively as possible to provide solutions to , disputes. Small claims court may be the best example of the local court: helping to settle the most basic of claims between individuals. For often less than $10, a person can bring a claim to the court as of less . than $400. No attorneys are necessary, and each individual presents his own case to the judge who then hands down a judgment. In many cases, Bean said, the session is conducted very informally and the judge acts peace-keepin- the another. . told the scouts he was unaware of the situation, but he was glad they had brought up the question and he would do some checking on it. Syracuse City is located near the shores of the lake by access to Antelope Island and is in a location which could be affected if the predictions receive board . funding from Medicare and Medicaid for the coming year. ' The tilting of the Earth has been predicted for March 1982 when all of the planets in the solar system will line up with one as moderator and helps determine the best way for payment of a judgment to be made. We no longer put people in prison for debt, he said. But, the court can take steps to help a person make or receive restitution in t these cases. Many of the court actions involve traffic offenses, fraud and bad check writing, assault, public intoxication and violation of city ordinances. . Bean said one of the most useful tools available to courts to help control the great increase in caseload in the past few years is compromise or plea bargaining in criminal cases. Plea bargaining is a necessary part of our adversary judicial system, Bean said. Critics of plea bargaining dont understand that the state is a party and is represented by council who makes sure the interests of the public are also served. The law favors compromise, Bean said. Often the results are more mutually satisfactory than a court decision would be. He said plea bargaining in criminal cases is a reflection of compromise utilized in civil cases. At least part of the reason for the increased case load, Bean said, is that people are much more litigation-minde- d than they were 25 years ago.
