In die past, opposition to the spiral of increased spending has been sporadic and ineffectual. This year, however, a d conservative Congressmen determined band of led by Newt Gingrich of Georgia has prevailed upon Republican party leaders, under the guidance of John J. Rhodes (Arizona), to offer an alternative budget. They call it a Budget of Hope" o contrast with the current Budget of Despair. Centered on a $36 million tax cut, the Budget of Hope offers a creative and constructive framework for solving the problems which have consistendy stymied the congressional power establishment. Lest anyone question the accuracy of the term despair," a brief examination of the recent budget resolution will dispel any doubts. Congress, even when faced with the threat of a constitutional convention to require a balanced budget and cuts in federal spending to reduce inflationary pressures, increased spending 7.6 percent. Perhaps the best measure of despair within the budget is the fact that the taxpayer, during the period 1976-19- 80, actually lost income, after taxes and adjustments for inflation were made. A family of four dependent upon a single wage income over the five years. earner lost $241 in real afler-ta- x This is in spite of the tax cut enacted in 1978. Over the same period of time the economy grew at the very impressive real rates of 5.7 percent, 4.9 percent, 4.0 percent, and 3.0 per-- , cent. In a nutshell, die taxpayer loses income as his hard work propels the nations and the government's income to higher and higher levels. One has to wonder whether the government is working for ths taxpayer or the taxpayer is working for the government? The Budget of Hope would return to the taxpayer the wealth which he has created and from which more wealth will d be created. The new budget provides for an personal income tax of 10 percent. It also provides for the accelerated depreciation of capital investment, a policy d which has deep and bipartisan support. The enthusiasm is understandable. Accelerated depreciation would provide a much needed boost in investment. This will reverse the decline in U.S. productivity, and create meaningful and productive jobs. Jhe third component of the tax cut is a freeze on the scheduled $3.3 billion Social Security tax for 1 980. The latter should have a significant impact on inflation since the tax would simply have been passed along in prices. Hie virtue of the Budget of Hope is that it is a positive alternative. The conservatives have studied the past and rightly concluded that private enterprise guided by the dollar votes of consumers has created more jobs, more income, and more economic growth than the often transfer of resources manipulated by the federal bureaucracy. This new breed likens their budget to the economic program offered to the British voters by Margaret Thatcher, their new Prime Minister. Having ignored the overwhelming mandate of Proposition 13, the congressional establishment heaved a sigh of relief when state legislatures adjourned for the summer before completing the petition for a constitutional convention. Now, however, this group of young and assertive representatives is bringing the tax revolution directly into the halls of Congress. It wilt be an interesting battle.
