In fact what happened was that Bountiful purchased property, Woods Cross formed its Redevelopment Agency, and an agreement between Bountiful and Woods Cross was drafted before the project was ever a de- velopment to help revitalize the downtown area? The answer to both questions is a strong no, says Bountiful RDA Executive Director Randy Sant. During Phase I (planning and organization), the advisory committee will be formed. Sant said this committee will include 12 members. He suggested the committee include a member from the city staff, the RDA executive director (who would not have a vote on the commission, but who would be involved with committee meetings), three merchants, three citizens at large, and three members from the following areas of expertise: financial, architectural or planning. A merchant from outside the Bountiful area could also be included on the com- mittee. .Mayor and RDA Chairman Dean Stahle said the committee would be a fact finding committee and not a decision making body. Sant said he felt strongly that the RDA board should allow the committee freedom in what they do but that the RDA board would have the final say. Board Member Bob Linnell said that in the past the RDA board had good people on other committees organized by the RDA, but that the RDA had done a poor job in defining their roles and what they were commissioned to do. He suggested that the advisory committee should have a finite life. Stahle suggested the board draw committee members from past committees.
