Nelson, coordinator of the Utah State Office of Educations Evaluation aind Assessment Unit, has presented an annual report which indicates that Utahs fifth and 11th grade students are scoring well above national norms in both reading and mathematics, an encouraging reflection on the states recent emphasis upon competency in basic skills. The fifth Utah Educational Quality Indicators report in- cluded current data from Utahs American College Testing Program (ACT), Scholastic Aptitude Test (SAT) results, and other sources, plus an assessment of student attitudes and evaluations of their school situations. Nelson highlighted the information provided by the Utah Statewide Educational Assessment Program which is conducted every three years and gives a scientifically reliable indication of the overall quality of public education in the state of Utah. Nelson explained that the assessment uses tests of academic basic skills to measure the academic performance of fifth and 11th graders in some 100 schools across the state. In areas of reading and science, these students have scored far above national norms. In reading, performance increases are evident in spite of starting from relatively high average scores. Mathematics performance has been assessed three times and has remained rather stable and above the national average at grade 5 from 1975 through 1981. At grade 11, state assessment results in mathematics showed a decrease from 1975 through 1978 to a level of just above the national average, followed by a rather significant increase between 1978 and 1981. According to Nelson, the rather marked performance in reading and at mathematics grade 11, as measured by the Comprehen- sive Tests of Basic Skills, may reflection of the recent emphasis on fundamental basic skill.
