reported by city attorney merritt Merrl tt and passed its first and second readings the bill came up on the third reading and mr hall urged that it be deferred for a week for the council to consider its provisions with all due respect to the framers of the ordinance said mr hall 1 I think the city council should scrutinize such an important measure with great care and should not rush it through this way there is some responsibility on us to see that these matters are proper and not leave it all to somebody else city attorney merritt who wh reported cne bill argued upon it at some length in a desultory way mr pembroke said he had not read the law but was ready to vote on the passage of the ordinance the bill was then mil railroaded through all of the members present except mr hall voting might occur in the board of census commissioners there were two of those thoe who had bad been appointed who would not act because there was not pay enough to suit them recorder hymans stated that a tax of eight cents a foot frontage would pay for sprinkling the streets the fhe sprinkling proposition was taken up ind and a scrambling discussion follo followed wed at last it was decided to assess a special tax of eight cents per foot mr hall suggested that in reversing its action of a week agnand granting a license for a saloon on first south street east the protestants against such a course
