Mis. Taylor expressed concern about what a cities format could do. A map drawn by a Salt Lake County Council of Governments (COG subcommittee studying the idea shows Salt Lake City extending its boundaries south along the east bench to Little Cottonwood Canyon. That would take much of the county librarys territory, including Whitmore Library, the systems headquarters and showplace. Commissioner Hutchinson answered that the place of the library system would have to be worked out if either consolidation or attempts are successful. He said, however, that past consolidation efforts have been promoted by groups such as the League of Women Voters and the Chamber of Commerce. could -- 71 -- v v . ezir Cv ry -- ... , . That would give the countys unincorporated area the ability to act as a city under the County Commission. This would essentially preserve boundaries in Salt Lake County the way they are now and with no further pirating," Commissioner Hutchinson said. Let Draper and Granger-Hunte- r incorporate if they want to, he also said The issue of county governments future was raised by board chairman Mrs. Jean Taylor. She asked if the commissioner wall-to-wa- ll These advocates have had their turn and have failed, he said Other alternative ' should now be considered He called the urban county form the most sensible and least expensive It would essentially preserve the status quo but give county government the ability to act as a city in unincorporated areas, including providing municipal serv ices and assessing appropriate taxes. Ho also said any alternative must be submitted to citizens for a referendum vote. The people must make the choice, he Grass-root- s help is also needed in finding acceptable alternatives to the present form of county government. said. In other action, the library' board set p m. The cleanup was started on orders from the Salt Lake County Health Department which said the tow'er, a favorite nesting place for pigeons, was a health hazard. One of the cleanup workers, Mike Barnhurst, said this was the first time m more than 80 years that the tower has received a good housecleaning Despite the difficult access, by way of a ladder the tower has attracted more and more visitors, who can gaze out the open archways for a spectacular v lew of the city. T F. Roberts, a fire department inspector, said the tower is now the cleanest hes seen it in all the City-Count- y previous inspections he has made. But, of course, the pigeons can still fly in and out of the tower archways. The 50 sacks of guano, although great fertilizer, were taken to the city dump YMCA exercise program planned to give Salt Lakers 'healthy backs' The exercises are easy theres no sweating, Melleby said In fact, he said, many people enrolled m the program question whether they can do any good because theyre so easy. Back ache? If so, youre one of about 22 million Americans who suffer from back pam during the course of any given year. A new YMCA program can help many of these people, according to Alexander Melleby, YMCA physical education regional specialist from San Mateo, Calif., who was in Salt Lake this week to teach the technique to the staff of the Salt Lake City YMCA, The person exercises twice a week at the YMCA and must do exercises daily at home, ranging from 11 minutes at the start to 45 minutes at the end of the course. Then they spend 20 minutes a day in a maintenance program. Melleby said about 60,000 people have completed the program in 800 YMCAs. Our experience shows that about 85 percent obtain some form of relief. He said 2b percent have complete elimination of pain, 36 percent have most pain gone, and another 30 percent get some pain relief. 737 E. 2nd South. Melleby is one of the originators of the program, The Ys Way to a Healthy Back Another developer is Dr. Hans Kraus, who was special physical fitness consultant to President John F. Kennedy. Back pam doesnt kill anybody, its just disabling, said Melleby. The recurrent pain usually strikes at intervals of three weeks to three years. He said 87 percent of the patients with back pain have no pathological findings, such as lesions, tumors, a true slipped disc or arthritis that can explain their pam It was determined that a major cause of pam was a result of muscular imbalance or musculoskeletal deficiency, he said. The YMCAs program is based on exercise to correct these problems Melleby said a person first undergoes six tests designed to assess minimum muscular stress of key postural muscles and flexibility. There are two key tests, he said. These include bending over easily and touching the toes, and doing a situp with knees bent and heels against buttocks. "It persons fail these two tests, more often than not they have histones of back Pam, or we can predict that theyre heading m that direction The YMCAs program consists of a course of exercises in three areas, relaxation, mild muscle stretching and mild muscle toning 3 held in tractor blasts DELTA (UPJ) Two men and a teen-age- r from Delta have been charged with dynamiting two state tractors Arrest warrants were issued Thursday for Arnold Weeda, 21, Edward Milkie, 40, and a 17- - ear-olyouth.
