The rising costs of education are on a collision course with the taxoavers ability to keep giving more and more f want Utahs education back wbere it belongs basic reading and nath, respect for law and authority, fundamental job skills, stricter school discipline, and more accountability by administrate! s and teachers. 2 Demos ask Dist. 5 1 nod A housewife and a salesman CLEARFIELD face each other in the Sept. 14 Democratic election for the Utah House of Representatives seat from Legislative District 51 in Davis County. Both Bemita Kerscher, Sunset, and William S. Wimmer, Clearfield, have been active in the county party, holding such positions as voting district chairman, senate district chairman and members of various committees. Mrs. Kerscher is a veteran of two previous campaigns for the Legislature, both times losing to Republican William Holt, the last time in a very close decision. Mrs. Kerscher said she sees a need for the common citizen to become involved in the political process. There is a large percentage of school teachers, professional men and businessmen in the Legislature now, and most belong to special interest groups, said Mrs. Kerscher. She said her background as a housewife, mother, legal secretary and purchasing agent have given her a varied expertise which would be valuable in the Legislature. With 55 percent of our state budget going to Mrs. Kerscher said, we should concenschooling, trate in areas of better teachers, better pupil ratios and a stronger emphasis on the elementary school programs. She said the younger, formative years should be given more consideration with a lessening of emphasis on higher education programs. Mrs. Kerscher said other areas of concern are law and order, energy and facilities for the mentally retarded. We need to maintain the quality of life, she said. There are many changes needed in our judicial system and special study should be made in those areas. Wimmer said this is his first experience as a candidate, but I have been a campaign manager and I am familiar with the program. Wimmer is a political science graduate from Weber State College and says he has a deep interest in politics. There is a lot of sarcasm aimed at politicians lately, said Wimmer. I think, however, that good politicians equal good laws. Public education, wildlife management and aid to the elderly were listed as important areas by Wimmer. We have a large population, but a small tax base in Davis County, which results in an inequitable distribution of money on a per student basis, said Wimmer. He said the tax levy law should be changed from an even mill levy policy to an even revenue generating policy. One mill in Davis County generates far less money than one miU in Salt Lake County," Wimmer said. Wimmer said he would like to see more of the money generated by wildlife programs such as license fees turned back into the wildlife programs. He said this would help regenerate wildlife and increase the quality of the recreation derived from hunting, fishing and game management programs.
