Henri Herriod is also retiring seek attorney general votes Continued from J j : The new jutfice is married to the former Sandra Williams of Idaho, and they have three children, ages 6 to 17 He is a graduate of West High School, the University of Utah and George Washington University College of Law As attorney general, 1 would simply tefuse to enforce regula-- 2 tarns hv such ac'eneies as the Occupational Safety and Health 1 Administration, winch be unconstitutional, believe to he said. OSH A, he added, oversteps the of constitutionality 2 bounds in functioning as legislative, exec a J tive and judicial power all com- binid in one body. It is empow- 1 ered to depnv e citizens of proper- to rules set ty for by the agency r In response to questions asked by the Deseret News, the candi- 2 dales gave these views What steps would you take to . reduce the crime rate in Utah7 The best place to Hansen jTJhght crime is at its mcipiency Shoplifting is the gateway to ci ime for many youngsters Many ( 2 fcof them sta'.l as early as elcmcn - tary school Our office can draw 1 attention to the problem and expand activity by involving parents and schools Mandatory sentences for crimes would be a helpful step in combating crime, especially for persons who have been arrested more than once Some Judges are not us fit m as the Legislature intended, such as those in Ogden who have modified laws the Martin My investigations have shown there is crime in our own state agencies We must provide a position where citizens can bung confidential Information, then see that the Information is not Ignored or that jobs are put In jeopard v because employes volunteer information. I advocate a Court Watchers program to get c'trtens involved in a watchdog role The program has proved effective in New Jersey and California to keep courts straight The shoplifitmg progiam has been effective because it has amounted to a massive advertising camprobpaign, but that effectiveness ably will not last " first-offend- Do we need further stiengthcn-m- g of progiams to discourage white collar crime and evasion of support by fathers7 We can do more to Hansen combat white collar crime The past Legislature curbed the funds so that the staff had to be cut to only one I would ask for additional support The attorney general s program to demand that child support payments be made saved over $100 ooo in 1(), and that figure now is more than $4 nulhoa We thiee-memb- can keep reproving the program " Martin "The progiam to make fathis my child support n n mg in the right appears I dnection to bring resjionsibility back whole it belongs The while collai c rime unit does not have the basic background in Investigation It has lost the majority of its cases It needs evaluation and closer cooidination with the Legisldtuic II aw could relationships between the attorney general and city and county legal authorities be impi oved7 There are some Hansen areas of friction I am a member of the advisory board of the Stutcwide Association of Prosecutors, and we have helped to overcome some of the pioblems Then e is sume feeling that the attorney generals office should handle all appeal woik, which requuex different skills We are working toward compromises It is better to handle legal matters In the counties, with the attorney general merely providing assistance as needed Some Utah counties lack manpower and should be able to get help when I favor that kind of needcxl relationship, but not state prosecution as such." As a member of a Martin county attorney staff. I beeve the county should have control of all legal matters At present, they get little support from the attorney generals office. There needs to be closer coordination on appeals Hansen has tried to pat the Statewide Association of Prosecutors under the state State attorneys sometimes lack expertise which is available in the counties For Instance, the state lost a case in Provo where an experienced county attorney was available Should the attorney general have an attorney assigned to assist with pornography and drug problems? The state should Hansen have an agency with responsibility, but county attorneys should prosecute cases We have a fragmented system at piesent and need a more flexible response to the needs of local governments Drug problems should be handled like any other crimes Communities such Martin as Woods Cross, where there are rumors of pornographic materials coming in, should be able to get assistance from the attorney general Some suppliers of pornographic materials are going to semi rural areas because they feel there Is a lack of effective judicial control there We need to bring action aainsl out of state transporters of obscene materi als as well as prosecuting those within the state Would you reorganize the functions of the office? The only change I Hansen would make would be to recommend that the Legislature screen new appointments, as they do with judges The Career Service Act has upgraded the quality of persons serv ing m the office, but only the most qualified should be serving Legislative approval of appointments would remove them from politics and be a favor to the , attorney general as well I would conduct a Martin thorough analysis of the work ui the office to ikternunc where manpower is being used Theie could be some realignment after a careful study of where and how Lme is spent I U Cal t vfiii?
