A special services bill slated for introduction to the State Legislature in January may establish a foundation for the district while a democratized version of the proposal is drafted, Stewart added. bill would be The democratized designed to alleviate the concerns of several of the valleys more established local governments which have expressed opposition to joining a fire district if it entailed a loss of autonomy, he said. A revised proposal could be ready for presentation to the legislature by the 1982 session, the commissioner-elec-t noted. Stewarts remarks in a telephone interview Tuesday followed a Friday session of the County Council of Governments (COG) in which the future of the fire district proposal was clouded by an apparent lack of widespread support. That lack of support appeared to extend to the County Commission, which had been considered a solid supporter of the concept, but Stewart said that resulted largely from a misunderstanding. At the meeting, County Commissioner William E. (Bill) Dunn said, With no fire chiefs and no mayors in favor of it, why go to the effort if its going to yield no results. On Commissioner-elec- enforcement officers, building inspectors and animal control officers Most of his staffers will be responsible for overlapping duties, with animal control officers also working in ordinance enforcement and vice versa, he said The offices where Moore and his assistants will be located are nearing completion in an upstairs section of City Hall. But Dunn predicted that any attempt by Salt Lake Cou ty to introduce legislation for r iral areas was bound to be rejected by legislators from outlying areas. Added County Attorney Ted Cannon, speaking the day after the County Commission completed marathon budget cutting sessions, I have no interest in pursuing this if theres no support for it We cant afford to do legislation for the whole state Cost efficiency is the main benefit of a fire district, Stewart noted At West Lake - CD Funds Meeting Scheduled WEST VALLEY. We have to democratize He said he will work to build sentiment for the valleywide plan after Jan 1, when he and Barker are sworn into office. Mavors LaRell Muir of Murray and Jim Davis of South Salt Lake have said they do not oppose the concept of a fire district, but would object to any plan which would require or eventually force their cities to join the district and lose local control over their existing departments. In the meantime, legislation beneficial to the fire district concept rnav be presented to state lawmakers during the coming general session. A special service district bill promoted by Sen Kay Cornaby, 7, may be broad enough to establish a foundation for a fire district, Stewart said. There is also a possibility that the State Fire Marshal's office might promote, on its own, legislation permitting the creation of fire districts. The State Fire Marshals office believes, and many local fire chiefs concur, that fire districts are badly needed in more rural counties of the state, primarily as a means of coping with the skyrocketing cost of purchasing expensive fire equipment. Stewart blamed a lack of communication between himself and the other commissioners for producing a misunderstanding about the amount of local support for the concept. He said that since his election m heres a point theyre never staged111. November, frequent discussions with officials in cities throughout the valley revealed more support than ever for the creation of a fire district. He estimated that 80 percent of the mayors and councilmen in Salt Lake County sympathize with the concept of a fire district established on a valleywide basis, rather than under county control. Opposition to a fire district from Murray, South Salt Lake and Salt Lake City, all of which have fire departments, was characterized by Stewart as logical and understandable. Revenue sharing and road funds totaling $282,000 should be forwarded to this city in January, Mayor Henry (Hank) Price said Tuesday. Price flew to Washington, D. C. on Thursday to obtain estimated 1978 census figures for what has become West Valley City. The July 1, 1978 figures were needed so that the city could receive its share of federal revenue sharing funds and state class C and collector road funds, he said. Price said the trip to the nations capital was necessary so that the city could obtain its population figure in time to present it to the Utah Department of Transportation by Dec. 15, the deadline for receiving road funds. UDOT distributes collector and Class B and C road funds to municipalities and counties based on their populations, road miles and total area, City Treasurer Randy Baker said. West Valley will receive $71,600 in Class C funds and $61,000 in collector road funds for 1981, Price said. The city also is slated to receive $150,000 in revenue sharing funds for the first quarter of the year. Figures for July 1. 1978, at which time West Valley was estimated to have 63,310 residents, were used since final 1980 totals are not being released because of a score of .lawsuits against the Census Bureau. A number of large cities, particularly those with sizable minority groups, are contending the census undercounted their populations. Price said confusion resulting from the legal hassles was delaying the citys receipt of its 1978 totals and he feared they would not arrive before the states Dec. 15 deadline. Price arrived in Washington, D. C. on Thursday and remained there until Saturday.
