Gna Rejected The council approved an By ROSELYN KIRK Davis County Council of Governments approved six applications for agencies to submit requests for feoeral grants and rejected an application from the Utah Division of Aging. THEY AGREED that the from the aging request division for services would be a duplication since Davis County has recently adopted a Legal Aid program earmarked to provide legal ser- vices to those incapable of paying. The council voted in opposition to the grant request which they felt was e not justified on a state-wid- basis. Ron Hampton, Utah Division of Aging, said the program, to be funded by the grant, called for an expert to go into an area and set up a plan for older people who need legal aid. that HE ARGUED people have additional legal needs different from those provided through Title XX programs. Title XX funds the civil legal aid service in Davis County. County Planner Joseph Moore said, The program should be geared to areas where it is needed. Mr. Hampton admitted that the need was greater in rural areas. Thats what this mixed breed pup has to offer his new owner. The council had rejected the grant application in October since they were not sure what migrant medical services were available in the county. MR. LUJAN said 30 to 40 migrant families are housed in Davis County during the peak season from May to October and are serviced out of the health dinic in Ogden. He said the migrant council monitors die migrants living in Davis County through the services of an Outreach worker. If health services are required, the worker will contact either the Division of Public Health or the hospital. IN OTHER business, the council approved applications for grant request from Boun- tiful City for Public Works funds for a fire station at the projected cost of $161,000 and a city power department expansion at $670,000. A North Salt Lake storm drainage project, costing $176,751, was also approved. Fund applications for a Justice of the Peace Training Seminar, requested by the Utah J udicial Council was also approved. We collect people out of society who shoot and stab so moving prisoners to maximum security doesnt , change that External controls attempt to keep prisoners from shooting and stabbing each other, but that doesnt solve the problem of internal control. Some seem to bottom out though he said. but fewer controls are placed on prisoners in medium and minimum control areas. men are currently on the community programs, which are provided for those needing less control. The purpose of such comFIFTY-FOU- R complex, you have monstrous problems. He suggested that smaller facilities to provide medium, minimum and community programs be built in the northern part erf the state since 33 per cent of the prisoners now at the Point of the Mountain come from Davis County north. Warden Smith feels the present prison should be used as a maximum security unit Warden Smith said, The prison tries to place inmates where we dont have to give them more external control than we have to. As prisoners gain more internal control, they are moved through the munity programs as the Odyssey House, Project Real.ty and the Veterans minimum control. The prison holds hearings to see how anyone. If moved through the system. minimum security. Prison of- - ' rials project what programs are needed. They determine the needs of each prisoner and Hospital is to train prisoners in interna control so they can be placed on parole and " released. He said that community programs are more flexible for women. Many are placed in foster homes where they get better supervision than in prisoa Control is very strict in provide more external control than we have to, he said. WARDEN Smith said, We system from maximum to cant rehabilitate or change rapidly a prisoner can be provide the facilities and mwe him from maximum to Smith told the Bountiful League of Women Voters that, after a prisoner is sentenced by the judge, he is given a diagnostic test to place him in one of the 15 facilities available to the Utah State Prison. The four areas of control provided for prisoners include maximum security, medium security, minimum security WARDEN and community programs. Since there is no internal control within the inmates themselves, external controls are necessary, he said. Prisoners in maximum control dont have a lot of choices, THCmLY PRISONERS can either tear up the prison or do something productive. For this reason prisoners must be controlled for security purposes, safety for the inmates and staff, and for good management of the prison. He said, while the present prison is reasonably safe as far as management is concerned, he wouldnt suggest a similar building plan for another prison. Warden Smith said, many riots could be eliminated H there were not so many prisoners in one section. The prison at the Point of the Mountain is adequate for the foster home since the family looks after the prisoner. We dont want to a person wants to change himself, the prison can minimum and maximum security, but does not provide the proper structure to best manage the prisoners, rk provide that prisoner the structure that is needed. Warden Smith said there arent enough options in maximum security areas since vocational rehabilitation programs that have been tried there are destroyed by prisoners themselves. Since no programs are available in maximum security, each day is pretty dead. MOST prisoners dont come to prison unless they've worked for it. They have REFLEX 197 B North Main SL.
