Snyder, extension economist, Utah State University, expressed those cautions as he looked to the expected dairy situation in Utah in months ahead. He cited increasing cow numbers and expected reductions in support prices for dairy products as reasons for those cautions. According to the USDA Crop Reporting Board, Statistical Reporting Service, the number of milk cows in the U.S. has increased 2 percent since January 1, 1982. The number of replacement heifers has increased approximately 6 percent since those estimates. An interim director, Dr. Richard Rieke, professor of communication, and a policy committee including faculty from a range of disciplines have been appointed to plan and implement the program. If work proceeds on schedule, the "University Writing Program could go into full operation in summer 1983. However, the budget and any changes in graduation requirements would first have to be proved by the administration and Faculty Senate. One implication of the program could be that students will be required to take more basic composition courses and to do more research papers, essays and reports in many of their liberal education and major courses, according to Rieke. A drop in scores on the verbal sections of the American College Testing Test (ACT) and an observed decline in entering students writing ability have become a concern for colleges throughout the nation. Rieke says the chairman of one of the science departments at the University told him, "Weve quit requiring a lot of writing assignments. The students arent competent to do them, and considering that theyre juniors and seniors, we dont have time to start teaching them. In early 1981, Dr. Brooke Hopkins, associate professor of English, was awarded the annual honorary title of "University Professor and given time off from teaching to study how the University could cope with the problem. Rieke and the committee are now working to implement many of Hopkins recommendations. The central tenet of the University Writing Program is that "you dont learn to write once. You learn to write again and again as you progress to higher academic levels, says Rieke. "Writing instruction has to be the responsibility of the whole university. TTie first step, says Rieke, must be seeing that students are better prepared when they arrive at the University. Rieke and committee members have been meeting with public school superintendents, principals and teachers to get their support. Eventually, the program expects to offer workshops to help public school teachers upgrade writing instruction. "We are asking teachers and administrators to become full partners in the development and administration of a comprehensive communication program, Rieke an effort to identify existing courses to which writing assignments and instruction could be added. These would be labeled "writing intensive courses. To graduate, students would be required to take s a certain number of "writing as part of their liberal education requirements and a certain number of such courses in their mainten-sive- jors, Rieke explains. Members of the policy committee include Dr. Louis Borgenicht, assistant professor of family and community medicine; Dr. Robert V. Bullough Jr., associate professor of educational studies; Dr. B. Gale Dick, professor of physics; Dr. Robert E. Finley, director of admis- sions and associate professor of educational psychology, and Joan Lally, adjunct assistant professor. The first census of the United States, taken in 1790, has 19 listings and 16 listings of persons by the name of Orr who were residents respectively of Pennsylvania and North Carolina and heads of families at that time. Seventy years later, the Utah Territorial Census Index for the year 1860 contained 15 listings of persons by the name of Orr, 12 of whom lived in Tooele County. The latter were Ann, Ann, Christina, Ebenezer, Edwin, Isabella, John, Robert, Robert, Robert Jr., Thomas and Thomas Orr, all of Grantsville. Among the early settlers of Tooele County were Robert Orr and his wife Elizabeth McQueen Orr who emigrated from Kilbirnie, Ayrshire, Scotland with their ten children and arrived in Salt Lake City in the fall of 1853, converts to Mormonism, and shortly thereafter moved to Grantsville where they made their home.
