Show sion wishes to offer our most Letters sincere thanks (Contd. from page 2) There is reason to investigate the possibility that some of the stated objections to Mr. Vernon may be based on hearsay or misinformation. One matter for concern is that three of the families represented in the signatures have had no children attending the Bluff school during the past two years. One of these families has only recently moved to Bluff - within the past two months. Mr. Vernon tells us that he is very much interested in Bluff , and in the better education of all the children. He believes that he will be able to continue to build the Bluff school and the community. The Bluff school does present many unique problems: one o f them is the frequent turnover of staff - in a situation where continuity is much to be desired. We need experienced and qualified teachers and administrators here - perhaps more than in other schools. Mr. Vernon has had his experience - he earned it here. Now, lets give him and the children the benefit of this experience. Since I cannot attend the school board meeting, I would like to request that this letter be presented. Thompson) cc: San Juan Record OPEN LETTER TO THE OF SAN JUAN CITIZENS AN COUNTY May 30, 1974 Dear Citizen: The UtahState Tax Commis to residents of Juan County for the thoughtfulness and cooperation extended to our appraisal staff during the recent reappraisal of San Juan County. Thanks to your receptive attitude, this revaluation, pursuant to Utah State Law, Utah Code Annotated, 1953) has proven to be highly successful and will contribute immensely toward the equalization of county and statewide property San (59-5-1- 09, tax assessments. Many favorable comments on this project have been received. However, it has come to our attention that some concern has been expressed that the revaluation will cause an unfair shifting of the tax burden within San Juan County. For this reason, we feel that it would be appropriate to review the state reappraisal program, its effect on your county, as well as to promulgate the remedies if anyone has indeed been unfairly as- sessed. At this point, we would like to emphasize that the reappraisal was accomplished by personnel of the Local Valuation Division of the State Tax Commission consistant Utah State Statute (59-5-1- with 09, Utah Code Annotated 1953). The reappraisal was done for the benefit of the taxpayers of San Juan County, and your assessor was required to place the new values on the tax rolls in accordance with the contractual agreement between the San Juan County Commissioners and this Commission. This is the first time San Juan County has been reappraised in the last decade. Never has such a comprehensive program been undertaken in your county. This program also provides for periodic review which will maintain assessments at current and equitable values consistant with statewide standards. Un- der this revaluation program, you can be reasonably sure that you are paying only your fair share of property taxes. Our studies indicate that most counties of Utah are under assessed prior to the Tax Commission reappraisal. Therefore, it is inevitable that many properties will receive an increase in assessed value. However, you may be assured that county coffers will not overflow at the taxpayers expense due to this reappraisal. The State Legislature established a provision Utah Code Annotated, 1953) limiting funds raised by the county or any taxing district to 106 of the revenue generated in the previous year. There are only two exceptions named The in this statue: (1) Minimum School Finance Act, and (2) Budgetary emergency conditions which requires a resolution to provide ... for the holding of an election on the question of raising the limitation prescribed by this section.
