Show 8A Emery County Progress Tuesday, November 7, 1989 NOTICE OF TRUSTEES SALE DECISION NOTICE AND FINDING OF NO SIGNIFICANT IMPACT PROPOSED S ALINA CREEK MOOSE TRANSPLANT FISHLAKE NATIONAL FOREST SEVIER COUNTY, UTAH The Utah Division of Wildlife Resources (UDWR) and the Fishlake National Forest which jointly manage big game animals and habitat for public consumptive and nonconsumptive uses, have proposed a supplemental transplant of 0 moose to the Salina Creek area of the Fishlake National Forest, starting in December of 1989. The purpose of the transplant is to provide hunting opportunities and to enhance recreational opportunities on FishLake National Forest system lands by adding wildlife diversity. Viable alternatives in this proposal are: (1) Not allowing the transplant, and waiting for natural increase of moose Forest and the Fish Lake Basin, to from the Manti-LaSeventualy fill the available habitat (this is the no action alternative): or (2) allowing the transplant under an Interagency 20-3- al Agreement with the UDWR. Alternatives which were considered but rejected as not being viable were: (1) Allowing a transplant of a greater number of moose, (2) Allowing for a lesser number of moose to be transplanted. moose has been done previously in Transplanting other areas of the state without incident and is not a major Federal action that would significantly affect the quality of the human environment. Therefore, an Environmental Impact Statement is not needed. There are no irreversible or irretrievable commitments of resources. There are no apparent adverse cumulative or secondary effects. No known threatened or endangered species will be impacted. Floodplains and wetlands will not be negatively affected. There are no unique rangelands, timberlands, farmlands, or known cultural or paleontological values that will be affected by this action. Through local news media, notices to interest groups, and personal contacts, a diverse public was contacted in the environmental analysis process. All but one group of the varior in favor of the ous publics contacted were livestock from interest the Five permittees, transplant. group, expressed opposition to the transplant. Following a close review of all identified issues and concerns and based on these criteria, it is my decision to allow the transplant. This decision is consistent with and supported by the Fishlake Land Mangement Plan and the Multiple Yield and National Forest Management Acts and their resultant regulations. It will add to the diversity of vertebrate species of wildlife in the Fishlake National Forest. The decision may be implemented 45 days from the date of 20-3- 0 al Use-Sustain- this document. This decision is appealable in accordance with Secretary of Agriculture Appeal Regulations 36 CFR 217. A written Notice of Appeal must be filed with the Regional Forester at 324 25th Street, Ogden, Utah 84401, within 45 days of the date of this decision with a copy sent at the same time to the Forest Supervisor, 115 East 900 North, Richfield, Utah 84701. NOTICE OF PUBLIC HEARING The U.S. Department of Energy (DOE) will hold a public hearing on November 9, 1989 at the Two Rivers Plaza in Grand Junction, Colorado at 9:00 a.m. to receive public comments on the Proposed Rule regarding the annotation of land records for properties under the Uranium Mill Tailings Remedial Action (UMTRA) Project. Written comments received before November 28, 1989, will also be accepted and may be mailed to the address below. Comments received at the hearing and through the mail will aid the DOE in preparing the Final Rule. The Proposed Rule was published in the July 14, 1989 FedThe eral Register (Vol. 54; No. 134; pages Proposed Rule outlines a procedure to inform future purchasers of remediated processing sites and vicinity properties that the properties have been decontaminated in accordance with U.S. Environmental Protection Agency standards. The Proposed Rule would require that the state annotate the land records of the remediated properties indicate the extent of contamination removed, the date of removal, and the final radiological condition of the property. She was raised in Drager-to- n and attended Carbon High School. Married Robert Larkin in 1956. Later divorced. Married Bill Ariail in 1973. Later divorced. Survived by one son, Douglas Larkin, Magna; three daughters, Mrs. Rick (Sharon) England of West Valley City; Mrs. Dave (Tamara) Ledbetter of Kearns; Michelle Larkin of Las Vegas, Nev.; 10 grandchildren. Lillian Stena Jacobsen Meyer, age 86, died Nov. 4, 1989 in a Price care center. Born May 3, 1903 in Emery to Erastus H. and Stena Marie Scow Jacobsen. Married Joseph A. Meyer Nov. 24, 1924 in Emery; he died Sept. 23, 1965. Member of the LDS church. Active in the Relief Society for many years. Member ofthe Daughters of Utah Pioneers. She enjoyed quilting and needle crafts. Survived by four sons and two Survived by his mother and stepfather, Ken and Kenna Adair, Price; sisters, Terri, Salt Lake City; Debbie, Bountiful; and Mindi and Kelli, both Price; grandparents, Mr. and Mrs. Ruel Nelson, Salt Lake City; and Ada Hatch, St. George.
