William "Bill Schultz will participate in the newly established drug court in the Juvenile Court and work to start a drug court in our District Court I will make the drug courts work for the I Candidate for County Attorney I'm pleased to take this unity to introduce myself to any voters of Grand County who may not already know me and to present my qualifications, experience, and reasons why I am the better choice in the race for Grand County Attorney. I have been a Utah resident Bince 1975. I received both my undergraduate and law degrees from the University of Utah. I became a lawyer in 1981 maintaining a private practice that focused priop-po- marily in criminal law. rt I moved to Moab in 1988 as Deputy Grand County Attorney, a position I held until December 1989. My responsibilities included all prosecutions in the District, Circuit, Juvenile and Justice courts for Grand County. During my fi- nal year as a Deputy Grand County Attorney the County Attorney was absent for health reasons it was my responsibility to address all the issues, civil and criminal, facing the county. I was the Grand County Public Defender from 1994 until 1998. 1 became the San Juan County Public Defender in 1996 a position I still hold, For two years I was the sole contract defender for indigent clients in both counties while maintaining my private criminal and genera practice. I was the Guardian ad Litem for Grand County during 2001, advocating the interests of children in the Juvenile Court. Through my prior experience as a prosecutor for Grand County and in my capacity as defense counsel I have gained knowledge of and familiarity with the Grand County courts and have established and maintained good working relationships with local and state law enforcement agencies, not just in my professional capacity but also on a personal level and am fully aware of the expectations these officers and agencies have of the prosecutor. My commitment to criminal law is absolute. It is an interest I have had for as long as I can remember and is the primary focus of my practice. I have worked hard at it. I learned much during my time as Deputy County Attorney and now enjoy my criminal defense practice, using the opportunity to hone my skills in this field. In the process, I work closely with the professionals and agencies involved in the criminal justice system, I respect their work and fully expect to continue to have an excellent working relationship with them. I am proud of the service I have provided to our community as public defender and Guardian ad Litem and take satisfaction in the job I have done. I am involved in civic ganizations and activities as well as professional organizations from the time I came to Grand County. Through these contacts I am aware of the problems and issues facing the citizens of Grand County. I pledge vigorous prosecution of the ongoing drug problem in our County, increased attention to our disproportionate domestic violence, and the use of my contacts in the community and law enforcement to the benefit of the citizens of Grand County. I will strive to secure and maintain such programs as or- Grand Countys federally funded domestic violence program. I also promise to use my office as a coordinating agency between Seekhaven, the courts, law enforcement agencies, legal services and other outreach programs. I promise public good. After finishing my ongoing cases I will close my private practice to focus solely on public service. I believe this will avoid conflicts and distractions from the important job of representing you. I will be in the County Attorney's office in the courthouse and will be available to other elected officials for consultation and legal advice. The Grand County Attorney is a public office. My commitment to the community as prosecutor will be to increase access to my office. I pledge fairness and equal treatment to all citizens and the aggressive prosecution of crime. My concerns are the same as yours. I want to feel safe in my home and my community. I want to serve you and bring my knowledge of the criminal justice system to the office of the County Attorney. I have worked hard I in providing excellent law en- forcement to the citizens of Grand County. I have had the opportunity of organizing one of the best sheriff organizations in the state of Utah. I have the experience and the desire to continue to serve you, as your Sheriff. There are many aspects to the Sheriff s Office that need to be handled not just a few. As your Sheriff, I have hired the best employees in the state. I expect the best from them and I get it. I have many hours of management training including the FBI National Academy. I know how to hire and work with employees. As your Sheriff, I have provided an excellent jail program. I have had a key role in forming and implementing the Utah Jail Standards. I have seen a jail population grow from just a few to an average of 40 per day. Fair and safe conditions are provided. As your Sheriff, I have provided strong court security. I provide bailiff services along with other court security services. As your Sheriff, I have provided civil process in a timely and professional manner. As your Sheriff, I have always had an open door policy where any citizen can come and voice any concern. I have always been fair and responsive to any issue that has been brought to me. As your Sheriff, I have participated, as a board member, since 1988 in the Grand and San Juan Drug Task Force, which is a federally funded task force. The task force has an excellent arrest and conviction record in drug enforcement. I support the DARE program with manpower. As your Sheriff, I provide training to many organizations on many different sub- jects. As your Sheriff, I have automated the Sheriff s Office and brought it up to todays technology. There is an excellent E911 program in place. Dispatch receives and dispatches calls for all emergency agencies. As your Sheriff, I have seen search and rescues go just a few a year to 80- - from per year. I have one of the busiest, best organized, dedicated volunteer Search and Rescue organizations in the state, with members trained any many technical aspects that are needed in our diverse 100 county. As your Sheriff, I provide fair, responsible, public safety for all citizens of Grand County. 'Hie best working relationship between all law enforcement and emergency ser- vices is in place. As your Sheriff, I have worked with the state legislation on law enforcement and jail issues. Past president of the Utah Sheriffs Association. Currently serving on the state Search and Rescue Advisory Board. want to thank the citizens of Grand County for all their support, in making the Sheriffs Office what it is today. Without your support the I job would be impossible to accomplish. I have the experience that is needed for the future. I would appreciate your vote on November 5, 2002. James D. Nyland Kent Somerville Candidate for Sheriff By now all of you know what my goals and concerns for the community are. I would like to take this opportunity to talk abut the oath of office that the Sheriff and all law enforcement people take. As a law enforcement officer your fundamental duty is to serve the community: to safeguard lives and property; to protect the innocent against deception, the weak against oppression or intimidation and the peaceful against violence or disorder; and to respect the constitutional rights of all, to liberty, equality and justice. (Quoted from the law enforcement code of ethics.) You also swear to uphold federal, state and county laws. You also swear to keep your private life unsullied and to behave in a manner that does not bring discredit to you, or your fellow officers. You MUST hold yourself to a higher set of standards, and be above re- proach, both ethically and morally. If elected as your Sheriff, you have my promise that I will respect ad honor the oath of my office. I would appreciate your vote on Nov. 5th. Kent Somerville Clara Davenport Candidate for Treasurer Thanks to the Times Independent for this opportunity to address their readers, and especially the electors of Grand County. What an experience running for a public office hats been. Interesting! Some fun, some not so fun, for sure something I never thought I would do! In my travels around the county, knocking on doors and talking to those that answered, I have appreciated your kind responses, your well wishes, and your words of encouragement. Thank You! I really have tried to be considerate of you, if it got too late for some of you, I apologize. I only left brochures on doors where there were no answers, and on fences whenever there were dogs in the yard. I am not sure that I am going to get the whole county visited, but I am working on it. I just didnt want to start too soon, as I know that people can get re- ally tired of political cam- paigns. The candidates had to file way back in March to run for these positions. I am sure that the other candidates along with me will be glad when the election is over, votes are all in, counted, and our signs picked up. Thursday, October 31, 2002 Last November, I had the opportunity o help the current Treasurer Grace Eastin in her office as her Deputy Treasurer. Helen Davis was out on sick leave. That is one of the busiest, most hectic months of the year for their office. I was able to jump right in and help get the work done We were able to process the mail receipts, take care of the walk in public, do all of the other regular work tasks and get it all done and balanced daily. They have a tremendous work load for the last two months of the year! My past experience in bookkeeping and banking was veiy beneficial to me for the work we did in November & early December. Several years before that, I was employed by South Eastern Utah Title Co. I also worked two years in the Grand County Recorder's Office, so dealing with land parcels etc. was not foreign to me. I enjoyed meeting with and serving the public. From an early age I learned to work with the public, and I am looking forward to those interactions again. The County Treasurer's duties and responsibilities are all governed by law. A quick (and by no means complete) description of the duties includes; accepting, receipting and depositing all funds that come into the county. Investing funds. Disbursing money out to the various tax districts and entities in the amounts set forth by the State of Utah and the districts. The Treasurer's office is just a part of the workings of the county, I know that each office (Clerk, Assessor, Recorder, etc.) has their own duties and responsibilities and they have a good working relationship. They all try to work together and help each other out. If I am elected, I will do my best to keep that continuity. Also, I will promise that each and every person coming into the Grand County Treasurer's Office will receive the courtesy and respect they deserve. Your support in the coming election will be most appreciated. Thank You, Clara Davenport Peggy Taylor Candidate for Treasurer I am Peggy Taylor and I am excited to be running for the office of Grand County Treasurer. This process has given me a much higher respect for elected officials. I was born in Iowa and raised in Wyoming and have lived here in this beautiful Moab Valley for the past 26 years. My husband, who is a Moab Native, and I have raised 3 children here and are now reaping the benefits of that endeavor with six beautiful grandchildren that we enjoy so much. When we moved to Moab I was in awe of the contrast of the red rocks and the clear blue skies and I still appreciate it as much today as I did the day we moved here. I consider myself a real family person, most everything I do for enjoyment I do with my family and as our families have grown in numbers I have still maintained the 6ame tradition. My campaign has been no exception. I started campaigning as Boon as 1 filed for office and will continue to do so up until the eve of the election. As a family and all dressed in the purple shirts we have participated in the rodeo parade, the 4th of July parade and the homecoming parade and last but not least Green River Melon days. Young and old alike, we have all enjoyed the parades and seeing our friends and tossing goodies to those along the way. The support from my family did not stop there. They have been involved in making my brochures and delivering them and also in making my signs Times-Independe- and placing them throughout Grand County. I began working after our youngest child started school. My first four years were spent working in an accounting office. This made me realize how much I enjoy working with figures. The task of making all of the figures balance was a challenge I thrived on and one I am still meticulous at in my current job. From that job I went to work for a title company for two years, this gave me a good insight into the duties of the recorders office and its functions. While I was working for the title company I was approached to apply for the job of Chief Deputy Clerk in the ClerkAuditor's office. I did so and eighteen plus years later I am still in the same position. While working as Chief Deputy Clerk I have also kept a fiill set of books for two Special Service Districts so I have a good understanding of the whole process and especially the process of investing. The job of Chief Deputy Clerk consists of many duties, which include working with budgets, balancing all funds and satisfying the auditor. As Chief Deputy my main jobs have been processing payroll, keeping on top ofhealth insurance and life insurance and making sure all of the countys property and vehicles are properly insured. In the Clerks office we also work closely with the Assessor and the Recorder and the Treasurer. All of these offices overlap so I have a good understanding of the working of all of these offices. Other duties of the Clerk's office include issuing passports, marriage licenses, business and beer licenses and running elections. Tb me one of the most important jobs of the Clerks office is to be friendly, helpful, caring and courteous to all of those who come to our counter for service. If it were not for of this County the all County workers would be unemployed. You people are our bread and butter. The office of Treasurer needs honesty, the ability to work well with the public and be sensitive to their situations and needs, treat everyone with fairness and maintain confidentially of their particular situation. The Treasurer must also maintain a cooperative spirit with all County offices and personnel. As Treasurer I would be abreast of interest rates and select investment tax-paye- rs institutions that are sanctioned by the Utah Money Management Council and invest county monies wisely and quickly. I would see that the records are kept in a state of the art computer system and microfilm all of the old records for safe keeping, In order to be selected for the office of Grand County Treasurer I am asking for, your support. We can - and we must change that. Hello! Im Bruce Louthan. Same guy, different election, different issues. For those who dont know me, I have served on the school board for 4 terms, currently as president. I have lived here 27 years and all 5 of my children went here. Two grandchildren are now enrolled with more to come! In addition, I have come to love hundreds of your kids whom I have met and worked with. I admit it: Grand County Public Schools have meant a lot to me and my family. 1 have served on the Utah School Board Associations Legislative committee (4 years) and as member (10 years) and president of the USBA financial cooperative, which pro- -- K-1- vided $65,000 of non-ta- x 2 dol- lars towards the bond issue costs of our high school. What makes a person want to run for a 5th term? Because the task is not over. I believe we are finally getting to where we can significantly help the rest of the kids who are not enjoying or really benefiting completely from the system. We have made important progress in the last 16 years. Among other things, we (this community) rebalanced the operating budget after 3 deficit years in the late 1980s passed a voted leeway tax to reduce class sizes returned to 5 school days -- -- -- a week planned the Ilolyoak -- property built a new bus barn outfitted a new technology center created an alternate education program for the high -- -- -- school built a new high school complete with auditorium, modern media center, and cafeteria renovated the old high school for a modern middle -- -- school upgraded the athletic facilities added higher math and science offerings including Advanced Placement and concurrent college enrollment classes added soccer and cross country and 17 more participation in extracurricular activities significantly enhanced womens sports programs and facilities to put them on an even par with mens and have supported numerous enrichment programs with curriculum-relate-- -- -- -- -- d off-camp- experiences. Many of these programs favor the college bound. But the fact is that 80 of Americans earn their living in careers not requiring a 4 year college education. They need school training to be post-higg jobs prepared for and the career changes so common today. To do that they have to read. Sadly, among them are the 43 of the kids who are behind by 3rd grade and who, without strenuous efforts by us all, will continue h Peggy Taylor Bruce D. Louthan Candidate for School Board, Dist. 5 Moab is a wonderful com- munity and it has great ofour high school graduates go on to higher education, including some very prestigious universities. But we can do better. There is more to do and I want to help do it. Over the last several years the Grand County School District has changed - reacted in many ways in response to outside pressures. Now we can create our own changes to go to the root of educational needs. As a community we need to embrace the 90 reading goal which is that 90 of the kids should leave 3rd grade reading at or above the schools: 55 nt well-payin- behind in all areas until graduation. And maybe after. I may be a bookish archaeology nerd but those people who fall through the system's cracks haunt me. I am committed to work with the board, the staff, and the community to make the 90 reading goal happen in our community. Easy? No way! More than our tax money, or our blood, sweat and tears," we will need to offer up our most precious possession, after our children. We will have to give our time: twenty minutes a day.
