Linking the Cloudrock development to affordable housing development on a different SITLA parcel should be considered. My analysis addresses public access, visibility, and zoning compliance issues, which are beyond the scope of this letter. If these various issues are successfully resolved, the Cloudrock development could be an asset to Grand Countys tax and amenity base. Approval of the development should be cont.ngent on successful resolution of these issues.
