Donna Metzler, Moab city manager, agrees the issue of cost is important, but so far, she says, the real cost figures are unknown. Those numbers havent yet been solidified But she is confident the group can make decisions about who will provide the services, even without being able to compare costs. Metzler says the main goal of the north corridor process is to work out a plan thats agreeable to most of the players regarding a process for annexation into the city As to why that process may have bogged down in the past, she says, I think that for some property owners there has been a philosophical aversion to working with the city and for being in the city And I dont know w here that comes from Grand County Planning Administrator Mary Hofhine recently sent out invitations to a long list of potential participants. Those in- Comparing county and city rules, she points out that both use the same building codes and both have impact fees. The city may be a little more strict regarding some zoning issues. It also is a little more intense in some of its services. She gives examples: garbage service, street and road maintenance, law enforcement, sidewalk requirements and code en- vited include both county and city councils, county and city planning commissions, staff members from relevant departments of both governments, all property owners in the area including the Atlas tailings pile trustee, and representatives of Arches National Park, Grand Water and Sewer Agency staff and board members, and Utah Department of Transportation staff. Hofhine summed up the reason for the special workshop. The county cant provide the water and sewer) services, and the city has them forcement. But despite the host of issues likely to arise, Metzler is not pessimistic about the prospects. I think its a positive step. Hofhine is a bit more upbeat: I think were ready for it.
