Best Remedy for Agricul- ! tural Situation Held to Be World Trade Restoration. t ' By MARK SULLIVAN. peelsl to Th Trttraas. are March U.-- W WASHINGTON, Just now at the season when the farmer throughout the country are making up ttelr minds how much they shall plant ghd raise the cpmlng year, , The decision they make this month largely fixes the size of prop we snail have In the fall; that, In turn, fixes to a large degree the amount of food this oountry and the rest of the world wiu have to eat, and .the amount of clothed and other goods that will be available for all. ( Furthermore, the amount of planting the farmers determine to do will to a fix the limitations of our large degree foreign trade at a period a year ahead ot which Is just about the period, actie, cording to everybody's hope, when we ought to be getting into our stride back toward "normalcy. Curtailment Advised. It must be 'said that the farmers have not much to Induce them to plant large crops; in fact. It haa been Impressed upon the farmers that It will be a mistake to plant large crops this year. The THE SALT LAKE TRIBUNE day Senator Harding's party left Florida on his way to assume the presidency, a group of politicians riding- - through North Carolina picked up Josephus Daniels' newspaper, the Raleigh Observer, whlcn Is sold at all the larger stations In that state. The principal subject ot. the news I nMr. Daniels paper on the particular day was how little cotton should be planted. and the prevailing burden of argument waa that certain agreements, wblch the farmers had made to reduce tnelr acreage, did not go far enough and that the acreage ought to be still further restricted, Facetious remarks to the effect that Josephus was working to undermine the new Republican administration were net by the plain eight ot a better reason from fields with' last year's the cotton still unpicked, and the porches ot the stacked with unsold bales. This determination to keep the new crop small Is almost' universal throughout the cotton country. It does not originate solely with the farmers, nor with the newspapers that represent tne farmers. It Is an attitude of mind that Is shared by the entire business community In those states. farm-hous- es Banker Makes Proposition. A reading banker In Florence, 9. C for example, ie seld to have announced a policy or willingness to carry hie, patrons loans on last year's cotton over tor another year until 1922, but only with the proviso that these borrowers snail not plant any cotton at all this season. As to 'new borrowers, this bank Is quoted s being willing to lend money for the purpose of planting a new crop only on the condition that the borrower name a date by which be promises to sen or let the bank eell for him the holdings of old cotton that the borrower still naa on hand. Parts of Oklahoma have adopted a plan wslch calls on the Individual cotton planter to seed only es large an acreage as ha can gather with his own hands. That plan would work out In Oklahoma producing this year about half the cotton It produced last year. fully a half of last year's com crop is still o the farms, .unsold and without any prospects of selling. Farmers caught in these conditions are obylously not going to feel strongly like planting a maximum new crop. Tenants Hit Hard. This condition of distress expresses Itself tn serious human hardships, and serious human hardships tend to express themselves in radical political movements In large areas of the west fully a third of the farms are operated by renters, and these renters being left at the end ot the year with an unsalable Crop have not been able to pay their obligations, and are being dislodged, and reduced to the ranks ot except where this fata Is avoided by wise leniency on the part of the owner. Large numbers of other farmers have bought their land oh Installment payments or have given heavy mortgages As the installments or interest payments fall due the farmer is unable to meet them, and there is created a complete reproductioa of those circumstances which in 1003 caused such acute economic distress In the west and led to the rise of Populism and later the Brxan movement, Rome time ago I Jiad a letter from one of the wisest men west of the Mississippi, river which spoke of a probable revolt the Republican party. But there is no conceivable revision of the taxes that will work an Immediate cure of the present situation or even markedly affect It. Revision of the taxes la merely a thing that ought to be done, and must be done for Its own sake. Its relation to the present situation can only have the beneficent, but yet quiet, effect that sound bave at all principles of government time. But tax revision can make little acute distress IK change In the present the farming communities. The next step in the plan of administration Is to pass a protective tariff. This again cannot affect the present condition from the point of view of the accepted tariff. tradttlqnal purpose of a proteetlve It Is p&bable that in years te oome we ot our standard shall need protection for living more than ever before, because labor abroad In going to be compelled to work at wages which will make a stand-- , ard of living lower than had existed even In Europe within recent generations and far lower than has aver existed In America lower, we hope, than ever will exist Ip America. As Hoover expressed It the other day, the normal cycle of exchange of commodities between producers and consumers who are widely separated Is paralysed and muet be revived. And when it is said that this Is a thing within the power of the administration to accomplish, let not expectation go too far. It Is not within the power of the new administration nor withn any human power to bring back to the world all the foreign trade that once existed. In Europe some seven million men are dead, to the extent that these men once were consumers of our cotton and our copper, they can consume no longer. In normal times more than half our cotton and more than half our copper went abroad. Not for generations can Europe again consume or pay for as much cotton or ad much copper as she took before the war. But there la in Europe a new and present normal demand, and a present normal consumption. What the new administration can do Is to make it possible for our goodfe to flow out to fill that present demand, however much it may be. Toward achieving this end, President Harding this week took one sound and effective step. He appointed an able and energetic banker, Eugene Meyer, Jr., to revive the war finance corporation; tms name for the Institution Is now a misnomer for Its present peace-tim- e (unction ts to use government money to facilitate to of Amerloan goods the' export Europe. Mr. Meyer is the father of the Idea. He believes In it, and by experience and ability he ia adapted to the work. He will undoubtedly succeed In bringing about export of some products which would otherwise remain In the farmer' barn or in the cotton warehouse. To a certain extent he may be able to change the present abnormally depressed state of mind and the public gen ig bustTits erally, but alt that Mr. Meyer and "tne finance corporation can do will be a mere drop In the bucket ' , r f European Stability Great Need.
