Debra Eckrote. an investigator with the National Transportation Safety Board, said it could be several months before she can inspect the wreckage. “We will wait for conditions to make it better to go up there," she said. “It’s going to be awhile." The Cessna 402 was discovered Thursday morning 38 miles east of Coalville on the north face of the mountains. The wreckage was half-buried in the snow in steep terrain at about a 12.500-foot elevation. The plane, which belongs to American Check Transport in West Jordan, took off from the Salt Lake Airport No. 2 Tuesday mom— ing with a load of canceled bank checks, authorities said. SALT LAKE CITY (AP) Utah Department of Transportation officials have been testing truck drivers for drugs and alcohol since November. and have been surprised at the level of drug use revealed by tests. “We anticipated seeing some drug use, but not this much. It's a little startling.” said Norm Lindgren. director of motor carrier safe- ty. From November through Feb. 25, the state tested 10.505 truckers for alcohol and only 23 tested posi— tive. Forty-three refused to be tested. . In that same period, the state tested 1,630 truckers for drugs and 67 tested positive. Fifteen refused to be tested. Transportation officials said the numbers were surprising because the trucking industry has been working vigorously in recent years to get treatment for drivers with drinking or drug habits. Lindgren said most truckers ”are very good drivers" and don‘t hesitate to be tested either for alcohol or drugs. "We're talking about the few who have what I call an illness." Utah received $1.2 million from the Federal Highway Administration to conduct random tests at its eight ports of entry. Certified state employees handle breathalyzer tests for alcohol. while a private contractor conducts urine tests for atch Front. "It sickens me every time I drive along Wasatch Boulevard that someone else is building a new home higher up on the mountain.” said Gene Baierschmidt. executn e director Humane Society of Utah. “Why doesn‘t the county put a halt to it?” Since the record breaking snowfall in January. Baierschmidt said he‘s gotten at least four calls a day from citizens concerned about the big game ani— mals near freeways and in back yards. The Utah Wilderness Association says the problem could be solved with better management. marijuana. cocaine. amphetamines, opiates and PCP. Minority groups call for reprimand of legislator SALT LAKE CITY (AP) — Members of the Hispanic. Asian and black communities have asked that the Democratic Party formally reprimand an Ogden legislator for remarks he made last week. The groups asked for an apology as well as the reprimand, and said they want Rep. John Arrington to promise to sponsor sensitivity training legislation. Arrington has represented ethnically diverse central Ogden in the Utah House since I979. 14-year-old girl shot, killed by teen MURRAY (AP) — A 14—yearold girl was shot in the face and killed by a teen-ager early Saturday morning at a Murray home, police said. Sgt. Gary Reid said it was too early Saturday afternoon to know whether the shooting was acciden— tal or deliberate. Murray Police declined to name the victim or the shooter, believed to the girl’s 16year—old boyfriend. The gun was a .357—caliber revolver, and the girl was shot once. Emergency crews responding to the home at 12:30 am. declared her dead. Reid said there were three male youths in the home when the girl was shot, and there were adults asleep in another room. Two youths were 16 and I7 and the age of the third was unknoWn. Police believe the revolver was stolen from a Murray condominium on Friday. and they arrested the 17-year-old on charges of residential burglary and firearm theft. Animal advocates said something has to be done about the dwindling habitat along the Was— DWR spokesman Steve Phillips. Division officials want to keep the animals there so they decided to fly in the hay. “It was an opportunity that did not exist even a week ago.” Phil— lips said. He warned that the division was not promoting a full-feeding program. Officials are against feeding because they fear the elk will become dependent. returning next year. SALT LAKE CITY (AP) — In a break with a winter-long policy, state wildlife officials have begun a feeding program for starving elk forced into Salt Lake City‘s foothills by lack of mountain forage. On Friday. helicopters hired by the Division of Wildlife Resources fiew three tons of hay into Carrigan Canyon. where an estimated 300 hungry elk had gathered in search of food. DWR officials had counted 34 dead elk in the herd but suspect the hunger death toll may be as high as 100. A string of warm days and the location of the elk on ridges prompted the wildlife division to reconsider its early stand not to feed the big—game animals. said ”Utah Coalition of La Raza is aware that Rep. Arrington has made his apologies and for many that closes the issue.“ Manuel Romero. director of La Raza. said. “We disagree." Arrington led the defeat of a bill that would have allowed jurors to be told they could ignore the evidence and vote their conscience. During a House Judiciary Com— mittee meeting. he made statements about jurors not understand— ing the instructions. and said. “particularly if they‘re a minority or something. " After the NAACP confronted him. he apologized for the state. ments. saying he meant cases of language barriers. "My comments were not iritended to offe.id anyone." Arring— ton said.
