"The growing crisis ... is evidenced by growing corruption in Mexico, increased acta of violence on the border, increased seizures of narcotics, increased presence of Colombian narco-tra- f fickers and evidence of a huge increase in cash activity within the financial institutions of U.S. border towns," Logan said. Prosecutors argued that Jose Lopez Rega, Argentine welfare minister and a power behind the rule of Isabel and Juan Peron in the early 1970s, must be extradited to send a message that America is not a haven for terrorists. Lopez Rega, 69, faces trial on charges of murder, conspiracy and theft of public funds. He claims he did not organize the feared Triple A death squads and take millions of dollars in government funds but was being persecuted for political reasons. "The crimes he is being charged with are not political in nature," U.S. Magistrate Samuel Smargon said Thursday. "He is therefore extraditable to the government of Argentina, and I will alert the State Department that this is the man they are looking for." The judge issued a stay of the extradition order until 5 p.m. EDT today at the request of defense lawyer Luis Fors. Lopez Rega, known as "The Sorcerer" in his homeland because he was believed to influence the government through black magic and astrology, took action while the Perons were fighting to stay in power, Fors said. "In Latin America, as strange as this may sound to the American ear, violence is part of the political norm," Fors said. "It is an integral part of the electoral process." Assistant U.S. Attorney Pamela Stuart contended Lopez Rega was involved in the killing of innocent civilians. She said freeing him would send a message to terrorists worldwide that they could kill for political reasons and seek refuge in the United States. "Witnesses have said Mr. Lopez Rega was the head of the Triple A," she said. "The record is replete with statements that the group was violent. He was identified as the person who held the list of those to be executed." Lopez Rega has been a fugitive from his country for 11 years. He surfaced in Miami earlier this year and has been jailed since surrendering to FBI agents March 13. Lopez Rega was Argentina's minister of welfare from 1973 to 1975 under the Peron family. Court documents say he founded the Triple A, or Argentine Alliance, to eliminate people thought to be hostile to the Perons. The documents also say the death squads were responsible for 1,000 summary executions and kidnappings in the early 1970s.
