It is a good idea to give your trees a deep soaking periodically as the weather warms. Gardens, too, will need watering. In some areas the rain was sparce, measuring only about inch. Lawns and gardens will need more than that, although the recent cool days have cut down on the drying. Even though we have too much water in some areas, getting enough water on our lawns and gardens as the hot weather approaches continues to be a problem. Sprinkling has been the most common form of watering for many years, but gardeners are finding new methods of watering. Sprinkling has been advantageous because it helps cool the plant and leaf surfaces and remove dust from the clogged leaf pores. Sprinklers use more water than the newer soak and drip systems, ; but new springkler designs can allow no more than 15 percent evaporation. They conserve water by directing on specific areas. New drip and soaker hoses can benefit gardeners by putting wa-- t ter at the bases of plants, losing little through evaporation and wasting none on sidewalks or fences. These watering simply systems may leak" water into the ground or may direct it to specil- ic spots through small emitters. Some ever have filtering devices to hold pelleted fertilizer tablets which dissolve slowly, and release nutrients into the soil. In purchasing a drip or soak system, make sure the hose size is large enough to carry water to the entire area to be watered. If it has emitters, make sure they are small enough for efficiency, but large enough so they don't clog easily. A drip or "leak" system should be made of sturdy material that doesn't deteriorate in the sun. Some must be buried beneath the surface, but check to see if they should be removed during the winter when it is not in use. While you are checking your tree's water needs, check also for signs of insect pests. Box Elder trees are affected by leaf rollers, and these can be controlled by spraying with an insecticide such as Sevin, Dipel, Diazinon or Durs-balf n. Brent Gledhili, USU Extension horticulturists, advised owners of ash trees and lilacs to spray now for borers. Spray the trunks of lilacs and also the large branches of ash trees with Lindane to control these damaging pests. The insects are coming out in force, as was expected because of the earlier moist weather. Check your fruit trees carefully. The black cherry aphid is prevalent now and can be controlled with Diazinon. Horticulturist have had traps out for the coddling moth, and they anticipate it will be necessary to spray for these insects in about a week. An advisory will also be issued when it is time to spray for the apple maggot and cherry fruit fly- - it isn't an insect problem, Coryneum blight is a problem in apricots and peaches. This disease, also known as "shothole blight" causes brown spots on the leaves and fruit of the trees. Spray now with Captan, Zineb or Zirem for control. A second spray should be applied two weeks after the first. WASHi.GTON, Farm Credit System has The an- nounced plans to implement a nationwide loan restructuring policy designed to assure a fair and consistent approach to restructuring the debt of financially stressed borrowers. The policy has been endorsed by the presidents of the 37 Farm Credit Banks and approved by the board of directors of the Farm Credit Corporation of America. The FCCA is the central policymaking organization and spokesman for the Farm Credit System. "This policy is an important step for the system and the nearly 900,000 farmers and ranchers that borrow from it," said H. Brent Beesley, president and chief executive officer of the FCCA." The decisions made this week by system leaders clearly represent the beginning of a new era in Farm Credit." The Farm Credit System also announced that it has developed a proposal for changing the way it sets interest rates. This proposal will be presented tomorrow to the Farm Credit Administration, the system's regulator. The loan restructuring policy and interest rates plans are part of a business plan that is designed to enable the Farm Credit System to achieve the long-terstrategic ob- jectives and mission statement unanimously agreed to recently by the presidents of the 37 Farm Credit Banks and approved by the FCCA board of directors. The Farm Credit System's mission is to be the primary provider of credit and financial services to farmers, ranchers, cooperatives and other eligible entities. "In other words," Beesley said, "we are going to serve American agriculture better than anyone, else. The Farm Credit System is back," he added.
