Show dueeotfoiH) By THOMAS FERRARO WASHINGTON (UPI) - Presi- dent Reagan told his education commission today it changed history and spurred an unprecedented reform in the nation's schools with its report on a "rising tide of mediocrity." In a White House ceremony that commemorated the first anniversary of the commission s report, Reagan said classroom have been upgraded as a result of the findings, with a . focus on a return to the basics. "It is not overstating things at all to say your report changed our history by changing the way we look at education and putting it back on the American agenda," Reagan told his National Commission on Excellence in Education, headed by former University of Utah President David Gardner, the president said, A new report released today by the commission, which was created at the urging of Education Secretary Terrel Bell, of Salt Lake Citv who Stairfs KevIutfiiin) p documented what Bell termed the biggest reform in the history of American education. At a news briefing on the study Thursday, Bell praised Reagan for helping fuel the crusade by focusing national attention on the need for better schools. Critics, however, have accused Reagan of undermining education by failing to follow up his calls for reforms with additional federal funds. "We think we are doing our part," Bell said. Using a theme built around the Olympic games, the event "promises to surpass last year's production of 'Glory of America,'" Critchfield said. The program includes patriotic glimpses of the past, present and future. A new is planned with a main "sky concert." The four older Osmond Brothers will perform while Donny, Marie and Jimmy are in Tempe, Ariz., performing in a sister production of pre-sho- w AmericaFest. Over 4,000 performers, various sets and other special effects are planned for those attending the show in the stadium. Alan Osmond, producer of AmericaFest, said plans for this year's production began last year when he and his staff decided to spread to other cities. Dennis Patterson Photo County Pulls Damaged Bridge A bridge in the Spanish Fork riverbottom area collapsed Thursday morning and was pulled out (above) by Utah County road crews, according to By Orton, County Road Supervisor. Orton said high water in the river caused the bridge to settle a little last year. It began to settle more this week, as water undercut the cement abutment. Thursday morning the south side dropped, and crews pulled it out to avoid having it break up and clog the river channel. Orton said the bridge had metal stringers. It is located on 1100 East, running from the riverhottoms tt the Power Plant Road, he said. He indicated that water in the river is high now, running close it last year's peak. The Utah County Engineer's Department reported the river reached 2248 cubic feet per second Thursday. Last year it reached 3,000 feet at the peak of the runoff. If neither Owens nor Gardner wins 70 state percent of the vote during the mid-Jun- e convention, there will be a primary runoff to determine the Democratic nominee. The Herald contacted approximately 15 percent of Utah County's delegates to the state Democratic convention, including a profrom each area of the portionate cross-sectio- n county. The Utah County delegation will account for 11.5 percent of the total delegates attending the convention on June according to T!iis poll represents a random sampling of Utah County delegates. At this Saturday's Utah County Democratic Convention, no state delegates will be committed to any gubernatorial candidates, unlike some other counties, in which some state delegates are committed by a vote of the county delegation. Campaign officials for both Gardner and Owens agree neither candidate will win enough state delegates to win the nomination during the convention, forcing a primary election. (See DEMOS, Page 3) With less than three weeks to go before Utah County's Republicans meet in convention, 50 percent of the county's state delegates remain undecided as to which of the five gubernatorial candidates will get their vote. Utah County has the highest percentage of Republican party members of any county in the state and is considered by many as being pivotal in electing the next governor. Of the 12 percent of the county's state delegates contacted, there were 26 percent who indicated they would vote for Karl Snow; 11 percent for Norm Bangerter; 9 percent for Congressman Dan Marriott; 4 percent for Bob Wright, and no delegates indicating they would vote for Laura Ferguson. Those contacted represented a cross section of Utah County and included delegates from districts located throughout the county. Utah County's delegation to the party's state convention accounts for 16 percent of the 2,503 voting delegates. In order to come out of the convention without a primary, one of the candidates must have 70 percent of the 2,503 delegates. Without any candidate's obtaining the 70 percent, a primary will take place pairing the two candidates with the most convention votes. The Republican State Convention will take place June 22 and 23, in Salt Lake City at the Salt Palace. Utah County's 50 percent undecided will be a major factor in or if two deciding if a candidate gains the 70 percent needed candidates will meet in a primary.
