The House Rules Committee has held hearings on the legislation, which is opposed by several agency officials and congressional committee chairmen who have oversight responsibilities for the various agencies. In a nationally broadcast speech Oct. 13, President Reagan listed the regulatory reform bill as one of five "top economic priorities" he hoped Congress would pass in its lame-duc- k session after the election. The bill would require government agencies to analyze costs and benefits of new rules and regulations before imposing them. Agencies would have to choose the least costly alternative or explain why a more costly alternative was picked. The bill would reform the Administrative Procedures Act by opening the rulemaking process to public inspection and court challenge, and strengthen White House review of prepared regulations. An amendment offered by Levi: tas and supported by business groups would let Congress overturn agency rules it considered unjustified.
