A study by the Holt International Children's Fund indicated that only 1,000 of these children were ever placed in an orphanage. The majority have been left to survive on the streets as best they can. Agencies Involved The study also indicated 30 foreign voluntary agencies and 6 373-666- faiths. This limit does not apply if the couple desires to adopt siblings, the study noted. Limitation's Purpose The study suggested the 4,000 limit was prompted by a desire to impose a limit on the total number of alien orphans brought into the country. Another possible reason for the limit, the study said, was the exploitation of children blackmarket. gain, or Proponents of limitation feel such profiteering would not exist where adoptions were limited and kept under close scrutiny of the governments involved. It was noted that any child adopted while the couple is overseas will be able to enter the country as part of the family and would not a limit per family or the apply to the 4,000 adoption limit set by congress. two-vis- Congressional Action Representative Owens noted there are 58 bills in congress relating to adoption.
