It is the intention of the City Council to make improvements within said Special Improvement District and to levy special taxes as provided in Chapter 16, Title 10, Utah Code Annotated, (1953), as amended, on the real estate lying within said District for the benefit of which such taxes are to be expended in the making of such improvements. DESCRIPTION OF DISTRICT The proposed Special Improvement District shall contain all property located within the recorded plat of The Ridges of Summer Meadows Nos. 1 and 2, which property is generally situated on the southwest corner of Highland Drive and Newcastle Drive and the northwest corner of Highland Drive and Newcastle Drive, Sandy, Utah. INTENDED IMPROVEMENTS The intended improvements consists of the planting, setting out, cultivating and maintaining of lawns, shade trees, barrier walls, and other landscaping in and about portions of the city's public way. The locations of improvement to be constructed and maintained within said Sandy City, Utah, Ridges of Summer Meadows Special Improvement District are along Highland Drive and Newcastle Drive, as such streets abut that subdivision. These improvements shall be in addition to landscaping required to be install- ed by developers In conjunction with approval of this subdivision. ESTIMATED COST OF IMPROVEMENTS The total cost of Improvements and of maintenance in said proposed Special Improvement District as estimated by the City Engineer is $29,750 00, which shall be paid by a special tax to be levied against the property abutting upon the streets to be improved or upon property which may be affected or specifically benefited by such improvements, according to lot. The property owners' portion of the total estimated cost of the improvements may be financed during the construe- tion period by the use of interim warrants. The interest on said warrants will be assessed to the property owners. The purpose of the assessment and levy is to pay those costs of the subject improvements which the Municipality will not assume and pay The assessments may be paid by property owners in ten (10) annual installments with interest on the unpaid balance at the rate or rates fixed by the City Council, or the whole or any part of the assessment may be paid without interest within fifteen (15) days after the ordinance levying the as- sessment become effective. The assessments shall be levied according to the benefits to be derived by each property within the District. Other payment provisions and enforcement remedies shall be in accordance with Chapter 16 of Title 10 of Utah Code Annotated, (1953), as amended. A map of the proposed District, copies of plans, profiles and specifications of the proposed improvements and other related information are on file in the office of the City Recorder who will make such information available to all interested persons. TIME FOR FILING PROTESTS Any person who is the owner of record of property to be assessed in the Special Improvement District described in this Notice of Intention shall have the right to file in writing a protest against the creation of Sandy City, Utah. Ridges of Summer Meadows Improvement District or to make any other objection relating thereto. Protests shall describe or otherwise identify the property owned by the person or persons making the protest. Protests shall be filed with the City Recorder of Sandy City, Utah on or before 5:00 p.m. on the 8th day of December, 1986. Thereafter at 7:30 p.m. on the 9th day of December, 1986, the City Council will meet in public meeting at Sandy City Hall, 440 East 8680 South, the regular meeting place of the City Council to consider all protests so filed and hear all objections relating to the proposed Sandy City, Utah, Ridges of Summer Meadows Special Im- provement District. The number of protests necessary to require the City to abandon the proposed district is protests representing one-haof the lots to be assessed.
