"While standards and procedures for approving programs vary from state to state, it is the aim of the Interstate Cer tification Project to establish contractual arrangements be tween states," Dr. McHenry said. "Under such a program each state would accept the others program and automatically certificate teacher graduates trained in other states' institutions." A bill to permit Utah to join in the project was introduced in the 1969 Utah Legislature and had support, Dr. McHenry said. The pressure of time and necessary concentration on high priority legislation precluded its passage, he said.
