Mountain home developments originally were designed to be seasonal home developments. However, several years ago the county found it had no way to regulate whether people were living in the homes permanently or seasonally. JoAnne Roberts, who have presented a series of alternative - zoning amendments to those recommended by the planning staff, told commissioners Tuesday that the mountain home' development is "a zone within a zone." Roberts and Bingham told planning commissioners that this is contrary to state law, which requires that provisions within any one zone must be consistent.
