Is there any better or equal hope In the world?" asked Lincoln' in his first inaugural address. That question may well be asked today where there is so much agitation for a city manager. "Where there is much smoke, there's sure to be some fire." All the agitation would not exist if there was not some cause for it. Why then does the agitation exist? The answer unquestionably is because our people have lost sight of what makes good government, namely, an interested, J Jof government. All. change Is not to It is wrong promise city! progress. Mrs. G. K. Hencncksoiv employes that they will be better 563 W. Editor Herald: off under a j 3 honest, intelligent, active citizenry and a like set of city officers and civil servants. In short, "government of the people, by the people, for the people." Good, free, popular government is precious and can be had only at a price. If the people are not willing to pay that price or ne glect their obligation, they simply can't have it. And if city officials aspire to office as political ca reerists, to get their salaries raised etc., and city employes care more for a raise in wages than to do a better job, we can't have good government. A rededication and a consecra tion to righteous city government, I am convinced, is what is need ed. I don't think a manager, an expert from abroad, will save us. By. that I do not mean to infer that we and our city government are bad and need to be saved. I am convinced our commissions, on the whole, have done a good job; and that our city govern ment is as good as any in the country. We don't claim perfection. We are only striving for it. The foregoing are generalities. Now let's be specific and try to PEGGY'S LOCKED OUT Singer Peggy King is not too perky analyze the manager system. after arrival in Chicago from New York.
