I have always been a firm believer in the policy that you should not tear down a man's home until you can give hinl a better one m which to live, j It has been my pleasure dur ing the past 20 years to be very much interested in the operation of Provo City as a sound business organization. I have had to deal with many of our city officials in various capacities, and to my knowledge I have found no gross Inefficiency in the operation of our city government. When I have had need to contact city of ficials to get certain things ac complished, I Have always known whom to contact, and in most in stances, I have been. given com " vplete. satisfaction. J It is true that we have had certain weak public officials in the city organization," b- -t through th' use of the ballot, most of them have been removed from office without the operation of the city suffering too much as a result of their inefficiency. It is my opinion that the caliber of City Officials in. Provo has been far above the" average "of the nation as a whole I" therefore believe! that we have an ..ample supply of1 well qualified citizens to; hold these high offices, and who can direct the destiny of the city of Provo as a city with a future. It Is also my opinion that the government of the city should be controlled by the ballot that the term , of office of city officials should not exceed two years, and that more effort should be extended by civic organizations to acquire candidates of integrity, and ' sagacity. I am, therefore, o$r posed to changing the form of government in Provo. City at this time. f i l UmV FRANK A. VAN WAGENEN I s i ' . I . ;';.; Favor Charter r j council-ma- nager council-ma- form. Speedy Reply Pledged By Soviet Chief MOSCOW (UP) Soviet Pre mier Nikolai A. Bulganin Satur day promised a speedy reply to Britain's proposal the Soviet guarantees against aggression to allay Russian ears of a free and united Germany. Bulganin made the statement at the Argentine embassy during a reception in honor of the Ar- gentine Independence Day., Bulganin was accompanied at the reception by other top Soviet officials Including Foreign Minister Vyacheslav M. Molotov, former premier Georgi M. Malenkov and Deputy Premier Anastas Mikoyan. Party Secretary Nikita S. Khru-chch.was not present. "Bulganin, referring to th forthcoming Geneva Bif Four meeting said: "We will discuss all questions that will come up." He added that the composition of the Soviet delegation would be announced in two days. "H I told you now you would , lose all interest in the question," he said jokingly. Exchange Comments In an atmosphere of cham pagne-drinkiand interspersed with serious ques tions, the Soviet leaders exchanged comments with diplomats and newsmen. Bulganin, In conversation with Walter N. Walmsley. U. S. Charge D'Affaires, recalled the American Fourth of July party attended by high Soviet officials. "You had the beginning of the Geneva Conference there. We talked a great deal perhaps we talked too frankly, but I think that is the way we should talk at Geneva," he said. ' The Russians raised the glasses to Argentine Ambassador Leo- poldo Bravo's hope that the Geneva Conference would contribute to the peace and tranquility of, the world, "We are going there in that spirit," Bulganin replied. Molotov, who was making his first public appearance since his return from the San Francisco United Nations meeting, told newsmen he knew nothing about his retirement. ev ng joke-swappi- - ng oft-rumor- ed Finland Asks Concessions On Tariff WASHINGTON (UP) Finland has requested renegotiation of cer tain tariff concessions granted to the United States, the State Department announced Saturday. Under terms of the general agreement on tariffs and trade signed by both countries, provision is made for a renegotiation of tariff concessions to be modified or withdrawn. The State Department said the usual basis for renegotiation would be the granting of some new con- cessions as compensation for any withdrawn. The State Department requested all interested Americans to submit their views regarding possible, effects on U.S. trade of Finland's proposal. Contact should be made with the committee for reciprocity information. The list of items Finland proposed for renegotiation include pineapple and citrus fruit juices, certain other fruit preparations and preserves, transmission and conveyor belts, fabrics, ' stockings, gloves, drills, files and rasps, compressors and air pumps, mechanical refrigerators, and medical and surgical instruments. . |
