THE LEADER-GARLAN- D TIMES, August 25. 1977 Emphasis Is On Citizenship In High School An increased emphasis on building better citizens will be reflected on the report cards of Bear River High School students this coming year in the form of a Citizen Point Average (CPA) comparable to the traditional grade point average (GPA). The new program is being implemented at the two county high schools. It isn't exactly new but the emphasis is. Teachers in the past have been able to indicate by using a scale of 1 to 4 how a student behaved in their class. But the new system separates academic achievement from the broader subject of citizenship. In the past, says Principal Darwin Woodbury, "it has been difficult in education to justify our cutting a student in his academic grade because of attendance and tardiness." Some teachers have accepted the philosophy as do many college professors, that a student should get the grade he earns regardless of whether he can do it by showing up to class 70 percent of the time or not. Other teachers counter that their job, - especially in high and high school, -junior' is to teach more than the three It's. One of the things they're teaching, Woodbury noted, is responsibility. "If a student is supposed to be in the class, he ought to be there." ' "This way there won't be any academic deductions be-- . cause of attendance," Woodbury said. By the same token, the citizenship grade "will be what the student does on citizenship" and attendance is one of the factors. On a positive note, Woodbury likes the system because it will allow a teacher to recognize the efforts of students who may not have the mental capacity to be outstanding academically but who, nonetheless, work just as hard as more brilliant students. Such a student might rate a C or less, academically, but could rate an A in citizenship. Woodbury said a good part of a month will probably be spent letting kids get used to the idea that they will receive two grades ... "either one of which can stop them from graduating." Although he's still not sure that it can be defined, Woodbury said the new system is "an attempt really to do what the school board has mandated we do, but which we haven't done." And, although academic grades are sometimes given based on the curve, the principal noted, "I'll be very disappointed if 80 percent of the students don't range into the B's and A's (in CPA) where 2.0 (C's) is average in GPA." "Most of our kids are darn good," he praised. The new system will give parents a "truer picture of just what that kid is when he gets to school," he added. Woodbury gives much of the credit for developing the new system to Dee Leak, l. Box Elder High principal, Carol Nichols also was involved. To graduate, a student must attain a CPA of 2.5 or higher. Citizenship grades will be based on "truancy, tardiness, disruptive influence in class, courtesy and respect for peers and teachers, miscellaneous or. other criteria which may be decided upon." Each quarter students will begin each class with 100 points in citizenship. Any violation will result in a reduction in points, based on the following system: 10 points for each truancy, 2 points for each tardy, up to 30 points per quarter for disruptive influence in class, up to 10 points per quarter for lack of courtesy and respect and no more than 10 points for each miscellaneous violation. The principal also has the option of levying up to 10 points per quarter for citH zenship violations which happen "on or in the vicinity of school property and not in the classroom."
