He termed it, Burt said Buchanan man in question is "doing a fine job in his current position." He said the action was not based solely on one incident, but declined to detail other alleged problems publicly in fairness to the individual involved. The sheriff said the dispatcher was informed in writing of the proposed action and told that he could appeal it to the deputy merit commission. Redding said he asked the man "if he would appeal and he said no." The man did say he would talk with commissioners. Redding said he responded to the effect, "That's fine, but realize that is not the proper channel of out the duties of head dispatcher, adding, "As long as he's doing them (the duties), the wages will stay the same." But, Sheriff Redding said the man in question is not being required to do the duties of a head dispatcher, but only those of a dispatcher, and his pay should be reduced accordingly. The sheriff and commission met August 16 and discussed the question. Following the meeting, Redding said he felt the commission had agreed to back the action. But, commissioners this Tuesday said they had made no such commitment and had taken no action. Redding said he was surprised that commissioners felt the dispatcher was still carrying out the duties of his old position. He suggested that might be their reason for not acting. But it is Redding's justification for his act which commissioners, apparently can't accept yet. Said Burt, "What he's presented so far hasn't convinced me he should be cut" in pay. Redding told The Leader, "I feel the action was justified," adding that the Burt said he punishment is "too strict." is still carrying mentary al is married to Jerry C. The prescribed channel would be to the merit commission and then to district court, Redding explained to The Leader. Asked if he feels the commission's inaction on the demotion affects his ability to supervise his department as an elected official in his own right, Redding said he couldn't respond "right now." FHA officials, however, have told the city it could opt to raise part of the money through general obligation bonds backed by property taxes as opposed to revenue bonds backed by the monthly water fee. This would leave some leeway for the city should it be necessary to increase water fees in later years. It would also spread some of the cost to absentee landlords. The incident started when Sheriff Redding sent a notice of action to commissioners dated August 7, informing them of his intention to reduce the wages of head dispatcher, Jim Buchanan from $763 to $688 a month. Buchanan would lose supervisory duties that went with the old position and would become strictly a dispatcher. To date, the man's wages have not been changed. To do so requires a minute entry which commissioners have thus far refused to make -apparently because they feel the sheriff's action wasn't justified. Commissioners said Tuesday the sheriff's action apparently stemmed from "rumors" which Buchanan allegedly was involved in. (See Editorial) TIMES. August LEADER-GARLAN- .
